Pork Processing Facility Feasibility Study, North Carolina — A USDA B&I Worked Case
This is how our independent feasibility study company and USDA meat processing feasibility consultant team analyzed a new USDA-inspected pork harvest-and-fabrication plant financed to a USDA Business and Industry (B&I) guaranteed credit, from regional hog supply and processing-capacity demand through the debt-service coverage a lender must document. It is an anonymized, composite worked example of the methodology — not a specific client deal — set in the hog country of the rural eastern North Carolina coastal plain.
A new federally inspected pork plant in the coastal plain.
A producer-led sponsor group came to our feasibility study company with a ground-up pork harvest-and-fabrication plant and a rural lender preparing a USDA Business and Industry (B&I) guaranteed loan that needed the projected cash flow independently tested before it would commit. The subject is a new, USDA-inspected small-to-regional plant on an industrial parcel of roughly 25 acres in a rural county of the eastern North Carolina coastal plain — the densest hog-producing country in the United States, where Duplin and Sampson counties alone run among the largest swine inventories of any counties in the nation.1
The build program is a single-shift harvest floor and fabrication hall of roughly 60,000 square feet, engineered to a stabilized throughput near 600 head per day, with blast chilling, cooler and freezer cold-chain capacity, a wastewater pretreatment and nutrient-management system, and a food-safety and quality build-out sized to obtain a USDA Food Safety and Inspection Service (FSIS) grant of inspection — the federal precondition to shipping product in interstate commerce and to export.2
A meat plant is a going-concern operating business, not a passive real-estate hold, so the lender's question is not “what is the building worth” but “can this specific plant secure the hogs, run the yield, and hold the fabrication margin to service this specific loan.” Because the borrower is a new entity taking a B&I guaranteed loan well above one million dollars, an independent feasibility study by a qualified consultant is a requirement of the program, not a discretionary add-on.7 Our scope was the independent demand, supply, capacity, competition, and debt-service analysis that supports that credit.
Abundant hogs, scarce independent capacity.
The demand read for a processing plant runs in two directions at once: an upstream supply of live animals that must be reliable and near, and a downstream book of buyers for the fabricated product. Both point the same way here — the constraint in eastern North Carolina is not hogs, it is federally inspected capacity to convert them.
On the supply side, North Carolina is historically the nation's number-two hog state behind Iowa, with a swine inventory around eight million head concentrated in the eastern coastal plain.1 A plant harvesting roughly 150,000 head a year draws well under one percent of the hogs marketed from that region annually, so live-animal procurement within a short truck radius is not the risk in this study — a material advantage, because live-haul distance drives both shrink and welfare outcomes. The scarce resource is the other side of the equation. U.S. pork slaughter is among the most concentrated in food and agriculture: the four largest firms account for roughly two-thirds of federally inspected hog harvest, and that capacity is overwhelmingly captive to vertically integrated systems rather than open to independent producers on a fee or spot basis.6 USDA has treated that bottleneck as a policy target, committing roughly one billion dollars through the Meat and Poultry Processing Expansion Program and related lending to add independent capacity precisely of this scale.6
Downstream, the buyer book is deep and diversified: regional grocery and foodservice distributors seeking case-ready and locally sourced pork, independent further-processors, and the export channel that absorbs roughly a quarter of U.S. pork production by volume in a normal year.4 An FSIS grant of inspection is what unlocks all three — only a federally inspected plant can ship across state lines and qualify product for export — which is why the study treats inspection status as a demand gate, not a compliance footnote.2

A gap between the mega-packer and the locker.
The competitive question is not how many plants exist, but how much of the standing capacity is actually available to an independent producer who needs federally inspected harvest and fabrication for interstate and export sale. On that test, the regional set is thin.

The read is a genuine structural gap. The integrated mega-packer, though enormous, is effectively closed — its capacity feeds a captive supply system, not open-market producers — while the nearest independent harvest-and-fabrication plant is running near capacity with few new slots to offer. Below them sit custom-exempt and state-inspected lockers that cannot lawfully ship product across state lines or into export, which caps their reach at the county line regardless of how well they run.2 The subject is sized into that gap: large enough to earn and justify a federal grant of inspection and reach interstate and export buyers, small enough to serve independent producers the integrated system does not. A disciplined feasibility consultant scans announced and grant-aided capacity as well as the standing set, because a wave of MPPEP-funded projects could narrow the gap; here the surveyed and announced pipeline still leaves the subject with a defensible, undersupplied niche rather than a saturated one.6
North Carolina: hog country with a rural-capital channel.
The state backdrop is a strong tailwind for a federally inspected pork plant sited in the east, tempered by the thin, cost-sensitive economics that define meat processing everywhere.
North Carolina held about 11.2 million residents as of July 1, 2025 and ranks third nationally in growth, but that growth is overwhelmingly a Triangle-and-Charlotte story; the eastern coastal plain where this plant sits is a flatter, agriculture-anchored economy whose counties are often stable or slowly declining in population.9 That is exactly the profile USDA Rural Development exists to serve, and it is why the capital here routes to a B&I guaranteed loan rather than to a metropolitan bank product. In North Carolina, USDA Business and Industry guaranteed loans are processed through the USDA Rural Development state office at 4405 Bland Road in Raleigh, under the state director, with the heaviest B&I and rural-energy activity tied to the agricultural east.8
The industry backdrop cuts two ways. In its favor, the plant sits atop the deepest hog supply in the country and inside a federal policy push — the Meat and Poultry Processing Expansion Program and related USDA lending — explicitly designed to seed independent capacity of this size.6 The offsetting reality is margin. Pork processing is a high-revenue, thin-margin business: gross and especially net packer margins per head are narrow and volatile, moving with the spread between live hog cost and the wholesale cutout, so the feasibility test turns on cost discipline, yield, and fabrication mix rather than on optimistic top-line growth.3 A study that capitalizes a peak-spread year, or assumes best-in-class yield from day one, is the most common way these pro formas fail an independent review.
Why the parcel supports the plant.
A pork plant lives or dies on four site systems — USDA rural eligibility, labor, water and wastewater, and the cold chain — and the study tests each one rather than assuming it.
Eligibility and labor. The parcel lies in a rural area that meets the USDA B&I population test, so the project qualifies for the guaranteed-loan channel, and its 150-to-175 projected jobs are precisely the rural economic-development outcome the program is built to fund.7 Labor is nonetheless the single most scrutinized operating risk in meat processing: the work is physically demanding and turnover- prone, and a small or very small FSIS establishment competes for the same workers as the region's integrators.11 The model therefore carries a wage premium and a realistic staffing ramp rather than assuming a fully trained line on opening day.
Water, wastewater, and nutrient management. Harvest and fabrication are water-intensive, and the resulting effluent carries a high organic (BOD), fats-oils-and-grease, and nutrient load that cannot be discharged raw. The plant is engineered with on-site pretreatment to meet the federal meat-and-poultry effluent guidelines and its NPDES or pretreatment permit, with screening, dissolved-air flotation, and biological treatment ahead of discharge or permitted land application — a live constraint in a coastal-plain region already managing agricultural nutrient loads in nutrient-sensitive basins.10 Wastewater and nutrient management is a dedicated capital line in the budget, not an afterthought, because a plant that cannot move its effluent cannot run its floor.
Cold chain. Everything the plant produces is perishable, so refrigeration is not a utility but the product-integrity backbone: blast chilling to pull carcass temperature quickly, cooler and freezer capacity sized to throughput, and standby power so a grid event does not become a food-safety and inventory loss. The study treats cold-chain reliability and its energy cost as core to both the technical and the financial case, which is why refrigeration is the second-largest equipment line after the harvest-and-fabrication systems themselves.
The USDA B&I guaranteed structure.
Total project cost lands at $20.0 million. The B&I program lets a rural lender advance a single guaranteed loan against real estate, equipment, and working capital, which is why a new-entity, job-creating pork plant in a rural county routes here rather than to a conventional bank line.

Two distinct percentages sit inside this structure, and conflating them is a common error. The $15.0 million loan is 75 percent of project cost — the lender's advance against a 25 percent, $5.0 million equity injection. The USDA guarantee is a separate figure: it is the share of that loan the government backs, and under the OneRD B&I rules the maximum guarantee steps down with loan size, from 80 percent on loans of $5 million or less to 70 percent up to $10 million and 60 percent above it — so a $15.0 million loan carries a guarantee of up to 60 percent, roughly $9.0 million.7 That guarantee is what lets a rural lender hold a $15 million manufacturing credit it could not otherwise, and it is why the lender wants an independent feasibility study standing behind the cash flow. On a blended 25-year amortization at an illustrative 8.5 percent — a blend reflecting the real-estate-weighted collateral, since B&I terms run to 30 years for real estate but shorter for equipment and working capital — annual debt service is about $1.45 million, the number the projected coverage has to clear.
Feasible and bankable, on coverage the credit can document.
The stabilized model builds gross margin from the spread between live-hog cost and the realized value of fabricated, further-processed, and by-product output, nets the plant's operating cost, and carries the coverage to the B&I floor and beyond.

The stabilized 1.50x coverage is the figure the lender documents, and it clears a prudent B&I underwriting floor with real headroom.7 The ramp is deliberately graded: Year 1 covers fully amortizing debt service at exactly 1.00x on roughly 60 percent utilization, Year 2 reaches 1.25x as the line trains up and the fabrication mix matures, and stabilization at 1.50x arrives only once the plant hits its supportable throughput and yield. Modeling mature-plant yield, full value-added mix, or a peak-spread year in Year 1 is the fastest way one of these pro formas fails review; grading the ramp is what makes the coverage defensible.3
On the equity side, the $5.0 million injection earns growing levered free cash flow — near breakeven in the Year 1 ramp, building to roughly $0.55 to $0.60 million a year once stabilized and net of an equipment and food-safety capital reserve for line assets, refrigeration, and wastewater systems. The exit is valued on a going-concern basis, not a leased-fee cap rate: a meat plant is an owner-operated manufacturing business, and capitalizing a Year-10 stabilized NOI near $2.2 million at a going-concern overall rate around 12 percent implies an enterprise value near $18.3 million and roughly $6 million of net equity after selling costs and the outstanding B&I balance of about $12.3 million.12 Holding throughput roughly flat and the processing spread at a through-cycle level rather than a peak, the blended result is an illustrative levered equity IRR of about 18 percent over a 10-year hold.
Verdict: financially feasible and bankable. On independently derived hog supply, a genuine capacity gap, a stabilized 1.50x DSCR, and a ~18% levered equity IRR, the projections support the USDA B&I guaranteed credit.
Five USDA components, plus the grant of inspection.
USDA is more prescriptive than most lending programs, and that precision is an advantage. A feasibility study under 7 CFR Part 5001 is a report by an independent qualified consultant evaluating the economic, market, technical, financial, and management feasibility of the project — five defined components, each of which must be present for the study to be complete on the face of the regulation.7 As an independent feasibility consultant, our role is to test the sponsor's projection against the market, not to restate it — the value of the deliverable is precisely that it carries no stake in the outcome.
Layered onto those five components is a sixth question unique to meat: the USDA FSIS grant of inspection. Without it, the plant cannot ship in commerce, so it is not a compliance footnote but a gate on the entire revenue model. One scope boundary is worth stating plainly: as the feasibility consultant, we reference, but do not perform, the environmental and engineering work — the wastewater-permit design, the Phase I environmental site assessment, and the plant's HACCP validation are separate professional engagements that run in parallel to the study.2
Economic feasibility
Whether the local economy supports the project: the rural coastal-plain hog economy, the 150-to-175 jobs created, and the USDA-eligible rural area that qualifies the B&I channel.
