The Louisiana Thesis

An LNG decision in Calcasieu, a steel mill in Ascension, and data center campuses in Richland and Rapides parishes.

Four dated projects, and the population estimates of the metros around them.

Woodside took its final investment decision on Louisiana LNG in Calcasieu Parish on April 29, 2025, with first LNG targeted for 2029 15; Hyundai Steel broke ground on its Ascension Parish mill in September 2026, with production set for 2029 16; Meta's Richland Parish campus was announced in December 2024 and expanded in July 2026 9117; and Applied Digital announced Delta Forge 1 in Rapides Parish on May 26, 2026 62.

Two of the four sit in metros whose July 2025 estimates, in KNOE's report, fall below the April 2020 counts it gives: Lake Charles at 244,655 against 254,652, and Alexandria at 147,952 against 152,192 18. The Baton Rouge metro, home to the mill, rose to 888,699 from 870,569 18.

Lake Charles: an LNG build in Calcasieu Parish, and a lakefront hotel announced.

The LNG decision and its contractor, the metro's estimates, and the lakefront plan.

In Calcasieu Parish, Woodside took a final investment decision of $17.5 billion on Louisiana LNG Phase 1 on April 29, 2025, for planned capacity of 16.5 Mtpa and a first LNG target of 2029 15. Groundbreaking followed in September 2025, with Bechtel as contractor 57.

KNOE's report of the Vintage 2025 estimates puts the Lake Charles metro at 244,655 residents against an April 2020 count of 254,652, and a gain of 1,328 in the latest year 18. The metro had 106,500 nonfarm jobs in August 2026, up 1.14% 67.

Visit Lake Charles announced a lakefront Hilton Garden Inn beside the Lake Charles Event Center in December 2024; no opening date was found 88.

Baton Rouge

Baton Rouge, with Ascension, Pointe Coupee and West Feliciana among its outer parishes: payrolls, apartments and new projects.

Workforce Commission payrolls, an April 2026 apartment reading and the outer parishes' projects.

The Workforce Commission counted 438,800 nonfarm jobs in the Baton Rouge metro in August 2026, up 13,700, or 3.22%, over twelve months 67. KNOE's report of the Vintage 2025 estimates puts the metro at 888,699 residents against an April 2020 count of 870,569 18, and the City of Baton Rouge at 222,795 in July 2025 75. The employer record behind those jobs is old: HUD's 2010 market analysis listed LSU at 15,550 employees in total and 6,150 full time, Turner Industries at 8,325 and ExxonMobil at 4,275 76.

The new projects sit in the outer parishes. Hyundai Steel broke ground on its Ascension Parish mill in September 2026 with production set for 2029 16, after Entergy Louisiana and the company executed an electric service agreement in May 61. The Hut 8 River Bend AI campus in West Feliciana Parish, leased to Fluidstack, was under construction in 2026 77, and Pointe Coupee Parish is one of the two parishes in the gas plant package the Public Service Commission fast-tracked in April 2026 60. A broker's list of the city's largest new-construction projects of 2025, drawn from city open data, includes an apartment complex permitted in April 2025 78.

Apartment vacancy is on record here. Local press, quoting appraiser data at an April 2026 seminar, put multifamily vacancy at 6.53%, down from 7.46%, with asking rent of about $1.34 per square foot, and the presenter warned that effective vacancy could approach 12.5% once offline distressed units are counted 79. Cushman and Wakefield counted 38,582 units of inventory in Q3 2025 80. The two come from different publishers and dates, a vacancy rate in April 2026 and an inventory count in Q3 2025.

Monroe: hotels going up, and a data center campus in Richland Parish.

Hotel building, the metro's estimates and payrolls, and the Richland Parish campus.

Hotel building is under way: a Holiday Inn Express and a Home2 Suites in Monroe and a Residence Inn in West Monroe were under construction in April 2026, with more planned 93. In Delhi, USDA Rural Development marked the groundbreaking of a new hospital with a $79.1 million investment in September 2026, though the program and fiscal year were not confirmed 94.

KNOE's report of the Vintage 2025 estimates puts the Monroe metro at 222,390 residents, a stated change of minus 4,757 since 2020 18. The metro counted 92,600 nonfarm jobs in August 2026, up 0.65% 67. Lumen, based in Monroe, was reported in 2025 to be reducing its Louisiana staff and footprint 92.

Meta's Richland Parish campus was announced in December 2024 and then expected to be operational by 2030 91, and was expanded in July 2026 17. In April 2026 the Public Service Commission voted to fast-track Entergy's proposal for new gas plants across Richland and Pointe Coupee parishes to serve it 60, and in June the Governor's executive order set expectations for large-load investments of this kind 63. KNOE's July 2026 report gives Richland Parish 19,500 residents by the 2025 Census estimate and records road and traffic concerns around the expansion, with no counts published 17.

Alexandria: an AI campus in Rapides Parish, in a market that lost jobs.

Payrolls, a bottler's retained positions and the AI campus announced in May 2026.

The Workforce Commission counted 62,200 nonfarm jobs in the Alexandria metro in August 2026, down 0.16% over twelve months 67. KNOE's report of the Vintage 2025 estimates puts the metro at 147,952 residents against an April 2020 count of 152,192 18. Coca-Cola UNITED, expanding its Alexandria operations, retains 2,120 positions there 95.

The headline project is Applied Digital's Delta Forge 1, announced on May 26, 2026 62, on a site of 672 acres in England District Subdistrict No. 4, an overlay the England Authority created in February 2026 59. New Orleans

New Orleans, Orleans Parish and the wider metro: hotel months, rental zoning and the estimates.

Event-driven lodging, the city's rental rules, and the parish and metro estimates.

CoStar recorded New Orleans hotel occupancy of 53.9% in July 2025, the lowest of the Top 25 markets 69. During the 2025 Super Bowl week the market reached 92.9% weekend occupancy at an average rate of $486 70. February 2026 showed an average rate of $204.95, 33.7% below February 2025, the Super Bowl month, with RevPAR of $136.00 71; August 2026 brought 43.3% occupancy and RevPAR of $51.63 72.

KNOE, reporting the Census Vintage 2025 estimates, put the New Orleans metro at 970,849 residents in July 2025 against an April 2020 count of 1,007,275 18. The Data Center reports a net loss of 36,426 since 2020 on the same 2025 total 65. The Data Center also counts 21,228 Hispanic residents added since 2020 65. The city itself, which is Orleans Parish, held 362,154 people in July 2025 against an estimates base of 384,129 66. The metro carried 470,300 nonfarm jobs in August 2026 67. The latest employer list found dates from 2012, with Ochsner at 9,107 employees and St. Tammany schools at 7,651 68.

The city stopped accepting new commercial short-term rental applications in June 2023 19, removed every exception to its one-per-square density rule in March 2025 56, and required platforms to verify permits from August 2025 58. With the prior moratorium due to expire in November 2025 73, the Council adopted a Transient Lodging Interim Zoning District on May 7, 2026, making new hotels, hostels, commercial rentals, timeshares and bed and breakfasts conditional uses 20. The Fifth Circuit struck the business-entity ban in October 2025 21 and upheld the non-commercial ordinance in August 2026 22. Act 387 of 2025 also amended the state's New Orleans rental provisions 74. Room charges carry state and city sales tax plus several occupancy levies 58; the combined rate was not found.

Lafayette Parish reached 257,949 residents in July 2025, up from 254,674 a year earlier 81, and KNOE's report of the Vintage 2025 estimates puts the wider metro at 423,758 against an April 2020 count of 408,455 18. The metro counted 189,800 nonfarm jobs in August 2026, up 1.44% over twelve months 67.

The Advocate's ranking of Lafayette Parish employers for 2024 to 2025 puts Ochsner Lafayette General first and the University of Louisiana at Lafayette second; Our Lady of Lourdes Regional Medical Center is fifth 82.

A developer listed the stayAPT Suites Lafayette South as opening in early 2025, and the opening was not confirmed 83; no apartment reading was found for the metro, nor any large project announced for 2025 or 2026.

Shreveport-Bossier

Shreveport-Bossier (Bossier, Caddo and De Soto parishes): an air base economy with roads under way.

An air base's economic impact statement, and the roads Bossier City and the state are paying for.

Barksdale Air Force Base's economic impact statement, as BIZ Magazine reported it, put the base's total impact at $1.3997 billion in FY2025, up from about $1.11 billion a year earlier, with expenditures of $573.4 million 84. The metro itself is smaller than in 2020: KNOE's report of the Vintage 2025 estimates puts it at 383,474 residents against an April 2020 count of 393,406 18, and it counted 171,200 nonfarm jobs in August 2026 67.

Capital is going into roads and city systems. Bossier City's five-year capital plan for 2026 to 2030 totals more than $188 million 85. The Benton Road and I-220 interchange and the Barksdale Boulevard widening are funded through state capital outlay 86, and a U.S. 71 project was set to start the week of September 28, 2026 for completion in early 2027 64.

Shreveport publishes its own fee for a Class B off-premises liquor license 87. For hotels, STR's weekly report for September 14 to 20, 2025 placed the Louisiana North market, which takes in Shreveport and Bossier City along with Alexandria, highest outside the Top 25 on RevPAR gain 96, a one-week signal shared with another market.

The Joint Economic Committee's September 2026 update places Louisiana tied for first among the states for the percentage gain in nonfarm payrolls over the twelve months to August 2026, and puts the private-sector part of that gain at 31,400 26. Median household income is $60,756 in the five-year American Community Survey for 2020 to 2024 28. On residents, The Data Center describes the state's net domestic migration as consistently negative and offset by arrivals from abroad 25, and World Population Review's reading of the Vintage 2025 estimates has Louisiana adding 3,311 people in the year to July 2025 24.

24/7 Wall St.'s 2019 list, as The Center Square reported it, put Walmart first among private employers with 34,830 Louisiana workers; it is the most recent statewide ranking found 27.

Statewide Supply

New hotels in Monroe and West Monroe, the state's 2023 hotel trade, and Louisiana homes by tenure.

In April 2026 a Holiday Inn Express and a Home2 Suites in Monroe and a Residence Inn in West Monroe were under construction 93. They join a state hotel and motel trade, casino hotels excluded, of 887 establishments with 19,622 employees in County Business Patterns for 2023 55.

Louisiana's owned homes carry a median value of $216,500 in the five-year American Community Survey for 2020 to 2024; 588,653 units are rented, at a median gross rent of $1,064 where rent is paid in cash 28.

Capital Access

SBA loan files, an SSBCI allocation of up to $113 million and a conduit bond authority.

SBA's shutdown estimate and its files for fiscal 2016 to 2025, LEDC's credit programs and the Public Facilities Authority's 2025 issuance.

During the October 2025 federal shutdown SBA estimated that $7,243,056 of Louisiana 7(a) and 504 lending was blocked each week 31.

FY2025 state approvals by program were not found. Two CDCs, JEDCO and Louisiana Capital, offer SBA 504 financing, and JEDCO states that it can serve a business anywhere in Louisiana 32; 504 debentures approved for Louisiana projects in fiscal years 2016 to 2025, net of cancellations, total $186.0 million in SBA's FOIA files 30.

The state's own credit programs

A Small Business Loan Guaranty Program was active in November 2025, when the Louisiana Economic Development Corporation's board agenda carried a new CDFI lender applicant 35, and LEDC's SSBCI credit programs include a micro-lending revolving fund delivered through community development financial institutions 34. The SSBCI award itself leans to equity: of up to $113 million for Louisiana, up to $91.5 million is set aside for venture and seed capital programs, with LEDC as administrator 33. A separate state capital access program was not found.

Conduit bonds for health care and education

The Louisiana Public Facilities Authority's annual report, sponsored content, lists 2025 bond issues for Ochsner and for LSU's South Quad 36. The State Bond Commission gave final approval on April 22, 2025 to authority revenue and refunding bonds for Ochsner not exceeding $1,035,000,000 37.

Louisiana's gate for care uses is Facility Need Review, not a certificate of need 10. Every provider type in the table passes it before first licensure, among them adult residential care, the license behind assisted living, and psychosocial rehabilitation, a behavioral health service 10. The state's residents aged 65 and over numbered 772,404 in the five-year American Community Survey for 2020 to 2024 28. For nursing facilities, R.S. 40:2116.1 adds a moratorium, with exceptions for a replacement that adds no beds and for nursing beds converted to adult residential care 11. The review rule refers to adult residential care level 4 40; definitions of the levels and bed thresholds were not found.

Louisiana has no statute that enables or preempts local short-term rental rules: HB 469, which would have written local authority into statute, died on June 12, 2025 46, and SB 225, creating a private right of action against unpermitted rentals, reached the reengrossed stage, and its final status was not found 47. Act 387 of 2025 amended the state's New Orleans rental provisions 74, and the city writes its own rules. Louisiana's minimum wage in 2026 follows the federal rate of $7.25 an hour, parishes and cities are barred from setting their own under R.S. 23:642, and HB 353, which would have set $12 rising to $15, was rejected 7 to 5 by the House Labor Committee on April 9, 2026; it is not law 48.

A gas station or travel center sits under DEQ's Motor Fuels Underground Storage Tank Trust Fund, set up by Act 767 of 1988, and under R.S. 30:2195.4 its cleanup costs must be approved in advance to be reimbursed 43. The Legislative Auditor audits the fund's dedicated account and its transfers for FY2024 45. DEQ's separate upgrade grant takes up to 20 owners a year 49.

Child care centers are licensed under BESE Bulletin 137 as Type I, II or III, and a Type III center also needs academic approval under Bulletin 140 41. The bulletin sets staff-to-child ratios by age band and requires at least two staff whenever more than four children are present 41.

Since January 1, 2025 manufacturing machinery and equipment has been exempt from the state sales tax, and parishes report that exemption on a line of their own 51. On other purchases the rate at an address combines the state levy with parish and municipal ones; the Tax Foundation's average of the combined rates, 10.11%, is the highest of any state 7. The research found no hotel-specific state room tax and no typical combined local rate.

Louisiana has not imposed a state property tax since 1972, and its constitution would permit at most 5.75 mills 50; neither an effective commercial rate nor a national ranking was found.

Louisiana Citizens ended its 1.36% assessment in April 2025, ahead of its original June 2026 end date 12. In September 2026 a private carrier won approval to assume 4,764 Citizens commercial policies, and the Insurance Commissioner counts six Citizens depopulation rounds since 2024 13. Leaders for a Better Louisiana reports new homeowners insurers licensed through April 2026, and lists modified comparative fault and the repeal of the Housley presumption among the 2025 tort reforms 14.

Hazards

Three federal declarations in 2026, and storms beyond hurricanes.

A winter storm and a tropical storm drew federal aid in 2026.

DeclarationDetailDateSource

DR-4900, severe winter stormPublic Assistance obligated $151,178.60; parishes include Bienville, De Soto, East Carroll, Franklin, Morehouse, Ouachita, Richland, Tensas and West Carroll; SBA disaster loan deadline December 4, 2026Declared February 18, 20264

DR-4927 amendmentLafourche and Pointe Coupee parishes addedJuly 20, 202652

The January 2026 winter storm produced two federal declarations. The emergency declaration EM-3638 came on January 24 for an incident period of January 23 to 27, and FEMA had obligated $3,787,500 of Public Assistance under it by May 3. The major disaster declaration DR-4900 followed on February 18, with $151,178.60 of Public Assistance obligated and designations including Ouachita, Morehouse, Richland and De Soto parishes; the SBA economic injury loan deadline under it runs to December 4, 2026 4.

Tropical Storm Arthur brought DR-4927, declared on June 30, 2026 5. The incident period is recorded two ways: June 17 to 24 on the disaster page 5, June 17 to 18 on FEMA's Louisiana page 53 and in SBA's amendment 52.

Wind is not the only damage driver. Insurify, citing NOAA's National Centers for Environmental Information, reports that severe thunderstorms rather than hurricanes caused the most property damage in Louisiana over 2025 to 2026 54, and neither of 2026's major disasters was a hurricane: DR-4900 followed a winter storm and DR-4927 a tropical storm 45.

Site Tests

Two permits for one use, and a storm declaration that moved after it was issued.

A state and a local alcohol permit, and Arthur's declaration, whose parishes and dates shifted.

Two offices for one permission

A Louisiana alcohol retailer holds two permits: one from the state's Alcohol and Tobacco Control office and one from the parish or municipality 42. The local one carries its own price, as Shreveport's published fee for a Class B off-premises license shows 87.

Arthur's parishes and dates moved after June 30

Lafourche and Pointe Coupee, parishes the Houma-Thibodaux and Baton Rouge sections cover, joined DR-4927 with the July 20 amendment 52, after the June 30 declaration 5. A loss date is checked against both incident windows the hazards section gives, since FEMA and SBA record them differently 55253.

Review Failures

A Super Bowl week, a Citizens rate notice and a closed New Orleans permit queue, each read past its date.

  1. Super Bowl week taken for a New Orleans hotel year

A New Orleans revenue line annualised from the week of February 2 to 8, 2025 takes in the Super Bowl's 92.9% weekend occupancy and $486 average rate 70; a year later Hotel Management, citing CoStar, had February 2026's average rate 33.7% below February 2025's, the Super Bowl month 71.

  2. Citizens' November 2026 commercial cut booked as already in force

Citizens has scheduled a 14% commercial rate cut for November 2026, and it must price at least 10% above private insurers, by the American Press's September 17, 2026 account 97; on that account the cut was scheduled and not yet in effect.

  3. A New Orleans rental income line on a commercial permit

A short-term rental pro forma in New Orleans that assumes a commercial permit, when the city stopped accepting new commercial short-term rental applications in June 2023 19.

Worked Cases

Gonzales, Natchitoches and Broussard: Louisiana's worked cases, two under SBA 7(a) and one under EB-5.

Ascension Parish holds the child care center case in Gonzales, financed under SBA 7(a). The restaurant acquisition case in Broussard also uses SBA 7(a), and the select-service hotel case in Natchitoches is an EB-5 project in a rural targeted employment area.

The new I-10 travel center at Hankamer, Texas, tested for a USDA Business and Industry guaranteed loan, cites among the chains expanding parking a Buc-ee's groundbreaking scheduled in Lafayette, Louisiana, a store it reads as competing for car travelers on the corridor, not for trucks.

Louisiana Questions

Louisiana feasibility study and market study questions.

How did Alexandria's payrolls move over the year to August 2026?

Down 0.16% over the twelve months, to 62,200 nonfarm jobs in August 2026, by the Workforce Commission's count 67. KNOE's report of the Vintage 2025 estimates puts the metro at 147,952 residents in July 2025 18.

Which New Orleans and Lafayette figures on this page are parish counts?

Orleans Parish, which is also the city of New Orleans, stood at 362,154 residents in July 2025; its estimates base was 384,129 66. Lafayette Parish stood at 257,949 in July 2025, from 254,674 twelve months before 81. For Houma-Thibodaux the federal wage record is kept by parish as well: Terrebonne had 47,851 covered jobs at an average weekly wage of $1,262 in the fourth quarter of 2024, and Lafourche 35,395 jobs at $1,353 89.

Which Louisiana care providers pass Facility Need Review, and which sit under a moratorium?

The Department of Health applies Facility Need Review before first licensure to nursing facilities, adult residential care, hospice, adult day health care, psychosocial rehabilitation and other listed provider types 10. Nursing facilities are also under a statutory moratorium, R.S. 40:2116.1, which a replacement facility with no added beds, or a conversion of nursing beds to adult residential care, does not breach 11, and intermediate care facilities for the developmentally disabled have a moratorium of their own 10.

How is a child care center licensed in Louisiana?

By BESE under Bulletin 137, which divides centers into Type I, Type II and Type III; a Type III center also carries academic approval under Bulletin 140 41. The same bulletin fixes staff-to-child ratios for each age band and calls for two staff members on duty once more than four children are in care 41.

Can a New Orleans hotel or short-term rental feasibility study count on steady lodging income?

The record argues against assuming it. CoStar's July 2025 release put New Orleans hotel occupancy at 53.9%, the lowest of the Top 25 markets 69; Super Bowl week in February 2025 ran to 92.9% occupancy on the weekend, with an average rate of $486 70; August 2026 showed 43.3% occupancy and RevPAR of $51.63 72. Permission is the other variable: New Orleans has taken no new commercial short-term rental applications since June 2023 19.

What is Bossier City spending on roads and capital projects?

Its five-year capital plan for 2026 to 2030 runs to more than $188 million 85. State capital outlay funds the Benton Road and I-220 interchange and the Barksdale Boulevard widening 86, and a U.S. 71 rehabilitation in the Shreveport area was due to start the week of September 28, 2026 64.

Does Louisiana levy a state property tax?

No. None has been imposed since 1972, although the constitution allows one of up to 5.75 mills 50; a Louisiana site pays parish and municipal millage instead.

New Orleans adopted its Transient Lodging Interim Zoning District on May 7, 2026.

New hotels, hostels, commercial rentals, timeshares and bed and breakfasts in the city became conditional uses under it.
