Tennessee Feasibility Studies

The county estimates behind a feasibility study in Tennessee run in both directions: Shelby County, home to Memphis, held 910,226 residents on July 1, 2025, below its 2020 base of 930,012, while Montgomery County, around Clarksville, had grown to 249,935 4670. Statewide the count reached 7,315,076 1, and net domestic migration of 42,389 3 was the largest component of the year's gain of 63,785 2. On the power side, TVA's system peaked at 32,909 MW during Winter Storm Fern in January 2026 33, and from October 1, 2026 a new TVA rate for data centers adds a capacity charge on new or expanding loads above 5 MW 35.

The Tennessee Thesis

Tennessee grows by arrival, and 47 sewer moratoria stood in its wastewater record in 2024.

The Tennessee Advisory Commission on Intergovernmental Relations, TACIR, drafted a 2024 report on the state's wastewater systems with data as of May 2024. It counted 47 active sewer moratoria affecting 36 permittees, 57 local governments under TDEC enforcement orders and 53 under financial oversight 27. Where a town is among them, a project's demand can be real and its tap still unavailable.

The arrivals continue. The Census Bureau put the state at 7,315,076 residents on July 1, 2025, against an estimates base of 6,912,319 in April 2020 1, and the State Data Center ranked the year's gain of 63,785 eighth among the states by number and tenth by percentage 2.

Statewide Economy

7,315,076 Tennesseans in July 2025, and state payrolls up 16.4k over the year to August 2026 on a preliminary count.

Population counts from the Census Bureau and the State Data Center, payrolls from BLS and the state labor department, each with its own period.

The Vintage 2024 release recorded net domestic migration of 48,700 and net international migration of 27,650 for the year to July 2024 4, a different vintage from the components for the year to July 2025 in the table. The State Data Center reports that net domestic migration slipped for a third straight year from its 2022 record and that net international migration fell sharply in 2025 2.

Jobs tell a steadier story. Total nonfarm employment stood at 3,384.3 thousand in August 2026 on a preliminary, seasonally adjusted basis, up from 3,367.9 thousand a year earlier, a gain of 16.4k 5. In the state labor department's sector detail, health care and social assistance added 8,100 jobs over the year and leisure and hospitality 6,900 6. Administrative, support and waste services added 7,100 jobs over the year and state government added 5,300, while financial activities shed 4,600 6. Labor force participation was 59.2% in August 2026 6.

For a statewide employer figure the record offers an aggregator's estimate of about 40,598 Walmart employees in Tennessee, a source the research rates as low reliability 7; the employer tables that carry dates sit in the Chattanooga, Knoxville, Tri-Cities and Jackson sections below.

Household income and age

Tennessee's median household income was $69,595 in the 2020 to 2024 five-year American Community Survey estimate, and the state counted 1,205,947 residents aged 65 and over in the same 2020 to 2024 five-year American Community Survey estimate 42. Nursing homes and home care organizations serving the older group remain under the Certificate of Need rules set out below 15.

Fund Tennessee and the two SSBCI rounds

Fund Tennessee is the state's name for its share of the federal State Small Business Credit Initiative. Its second-round allocation includes $60,573,813, with a further $3,848,992 for technical assistance, under a plan Treasury approved on February 27, 2023 13. The first round went a different way: Treasury's inspector general recorded about $29.7 million of first-round SSBCI funds, all directed to the INCITE venture capital program 14.

USDA's Tennessee record

USDA Rural Development announced nearly $89 million of investments in Tennessee rural communities in August 2025 12. The two projects the research drew from that release are utilities, a Duck River EMC electric loan and a $5,380,000 wastewater loan to the Hallsdale Powell Utility District 12.

SBA in Tennessee

How Tennessee's SBA district sorted its FY2025 lender awards, and what ten years of loan files add.

Figures from the Tennessee District Office and from SBA's own loan-level files.

The SBA's Tennessee District Office counted 1,065 loans approved under 7(a) and 504 combined in FY2025 8; a split of that count between the two programs was not found. SBA's loan-level files reach further back: 5,321 loans for Tennessee projects approved in fiscal years 2016 to 2025, net of cancellations, under the 7(a) program, for $3,238.2 million 11. 504 debentures for Tennessee projects approved in fiscal years 2016 to 2025, net of cancellations, came to $274.0 million 11.

Pinnacle Financial Partners announced in October 2025 that it had again been named the No. 1 SBA lender in Tennessee 10, and a secondary tally of top SBA lenders puts its FY2025 7(a) volume at $44.2M, without stating a geography 9. The district office's own FY2025 awards went by category: Paragon Bank of Memphis was the top Tennessee-based 7(a) lender by dollars; First Farmers & Merchants of Columbia tied with Citizens Bank of Tennessee of Elizabethton by number of loans; APEX Bank led rural 7(a) lending by dollars; and Live Oak Banking Co. was named the district's Rural Lender of the Year 8.

Our SBA 7(a) and 504 practice page carries the program tests; SBA may require a feasibility study under 13 CFR 120.160(b): SBA may require professional appraisals, a survey, or a feasibility study 75.

Rules by Asset Class

A sewer rulebook TDEC is still writing, a Certificate of Need list with end dates and a rental act from 2018.

Tennessee's rules, grouped by the body that writes them: TDEC first, then the Health Facilities Commission, the legislature's rental act, TABC and Human Services.

TDEC: decentralized sewer systems

A bill on failing wastewater systems, reported on April 7, 2026 as passed by the legislature, sets new rules for developer-built decentralized systems, gives TDEC until July 31, 2027 to write them, and lets their permits lapse after 12 months 26.

Health Facilities Commission: Certificate of Need, category by category

Certificate of Need still covers hospitals, nursing homes and several other facility types, but the list is shrinking on a fixed timetable. The Health Facilities Commission's current categories include hospitals, nursing homes, ambulatory surgical treatment centers, home care organizations, rehabilitation facilities and satellite emergency and inpatient facilities 15. On December 1, 2025, the requirement ended for intellectual disability habilitation facilities, burn units, NICUs, and MRI and PET services 15. Public Chapter 985 of 2024, with exemptions effective July 1, 2025, exempted hospital-run free-standing emergency departments within 10 miles of their main campus and at least 10 miles from another hospital or such department, and counties with no licensed acute care hospital, with listed exceptions such as nursing homes, home care and rehabilitation 16. A secondary consultancy reports that ambulatory surgical treatment centers leave the program on December 1, 2027, under new licensure requirements 17. SB 1369, enacted in the 2026 session, repeals the requirement for satellite emergency departments and cardiac catheterization on July 1, 2028, and for acute care hospitals on July 1, 2030, replacing it with licensure carrying TennCare, charity care and payor-mix conditions 18.

A memory care licensing category or unit threshold was not found. Our assisted living and memory care and medical office and ASC pages set out the demand method.

The Short-Term Rental Unit Act and the permits on top of it

The Short-Term Rental Unit Act, effective May 17, 2018, partly preempts local rules: it protects short-term rentals that predate a local ordinance, and that protection ends on sale or transfer, after 30 continuous months of non-use or after 3 violations 25. Local permits sit on top of the Act; the Sevier County section below sets out the county and Gatlinburg regimes. A state hotel occupancy tax and typical local hotel tax rates were not found, and neither was licensing for campgrounds and RV parks.

TABC: package stores, grocery wine, servers and hemp

Tennessee caps how many retail package store interests one owner may hold, with a lower cap in municipalities that allow few stores 21; a market in package store licence transfers, or a typical acquisition cost, was not found. Under the state alcohol code, municipalities may not limit the number of retail food store wine licences 22, which matters to any grocery or convenience store study counting on wine sales. Liquor server permits issued from January 1, 2025 run for two years, replacing the older longer term 23. TABC's permanent rules for hemp-derived cannabinoid products took effect on June 9, 2026, and a TABC licence is needed to sell them after June 30, 2026 24.

Human Services: child care in tiers

The Department of Human Services licenses child care in tiers by the number of children in care: family child care homes for 5 to 7 children, group child care homes for 8 to 12 and child care centers for 13 or more, with operations caring for 4 or fewer eligible for voluntary registration rather than licensing 19. Ratios are less settled: a secondary site publishes a ratio table by age group 20, other sites disagree, and no primary-source table was found.

Costs, Taxes and Insurance

Sales tax lands on the retail ticket and the project budget; property tax, insurance and workers' compensation land on operating costs.

Tennessee's average combined sales tax rate was 9.61% at midyear 2026, of which local governments added an average of 2.61% 28, and the Tax Foundation ranks the combined rate among the highest in the country 28.

Property tax is the lighter line. The effective rate on owner-occupied housing was 0.52% in the Tax Foundation's 2026 table 29, and property tax collections were 1.64% of personal income in the 2026 Index 30.

On insurance, a 2026 secondary compendium describes property and casualty rate filing in Tennessee as file and use 31, a reading the research did not confirm against a Commerce and Insurance record and records as in conflict with another description of the regime. Workers' compensation premiums are moving down: the department reported that premiums for most businesses declined again in 2026, the latest in a long run of annual decreases 32.

TVA's system reached a peak of 32,909 MW during Winter Storm Fern in January 2026 33. ThinkTennessee's July 2026 report puts TVA's net summer capacity at 38,228 MW and counts 2,177.5 MW of Tennessee data center demand that is planned, under construction or operating 34. TVA's chief executive has said TVA is projecting data center growth in its region to double by 2030 33.

The cost of new load is changing. TVA's new standard data center rate takes effect on October 1, 2026, with a Capacity Commitment Charge on new or expanding loads above 5 MW and an average all-in billing impact of about 10% phased in over three fiscal years 35. In February 2026 TVA wrote to more than 150 local power companies warning of unpredictable large-load growth and possible changes to rate classes 36. No public disclosure of TVA's large-load interconnection queue was found, nor were limits on water allocation; TACIR's sewer counts open this page.

FEMA declared two major disasters and one emergency in Tennessee in the period. DR-4878, declared on June 19, 2025, covered the severe storms, straight-line winds, tornadoes and flooding of April 2 to 24, 2025 37. SBA's related declaration was limited to private nonprofit organizations, with Carroll, Houston and Wayne counties added in July 2025 and an economic injury deadline of March 19, 2026 38. The winter storm of late January 2026 brought an emergency declaration on January 24 39 and a major disaster declaration, DR-4898, on February 6 40. The same storm drove TVA's winter peak 33.

Statewide Supply

Hotel establishments, renters and rents: Tennessee's statewide supply series.

Hotel establishments and their staff from County Business Patterns, renter households and rents from the five-year survey, and the place where Tennessee keeps its bed counts.

Census County Business Patterns counted 1,454 establishments in 2023 (County Business Patterns) in the hotels and motels industry, casino hotels excluded, employing 33,348 employees in 2023 (County Business Patterns) 41.

For assisted care living facilities and residential homes for the aged, which are licensed rather than on the Certificate of Need list, the Health Facilities Commission publishes quarterly full bed reports, the latest for July 2026; they give licensed beds, not occupancy, and the research did not extract the counts 77.

On housing, the state counted 933,708 renter households, a median gross rent of $1,189 for renter-occupied units paying cash rent and a median value of owner-occupied homes of $286,700 in the 2020 to 2024 five-year American Community Survey estimate 42.

Review Failures

A legacy rental sold, hotel rooms counted early, Memphis visitors and dated employer lists.

The 2018 rental act, and three market records whose dates a reviewer can check against the study's own.

  1. A legacy rental bought as if its protection came with it

The Short-Term Rental Unit Act shields a rental that predates a local ordinance, and that shield ends on sale or transfer 25. A purchase case that carries the seller's legacy standing over to the buyer counts on protection the act ends at closing.

  2. A Chattanooga competitive set counted before the openings

Hamilton County's count of about 11,500 hotel rooms dates from November 2025, the month the Times Free Press listed the openings still to come, The Waymark's 148 rooms among them 60.

  3. Memphis visitor demand taken as rising

Memphis Tourism counted 10.3 million visitors in calendar 2025, below the 2024 total 49.

  4. Citing 2024 employer lists as current

The Tri-Cities and Jackson employer figures on this page come from broker reports of January and February 2024 6472, and Knoxville's from chamber data for 2023 to 2024 51.

Site Tests

Tennessee site checks: the Certificate of Need list, the sewer record and TVA's data center rate.

The Certificate of Need list and TVA's rate class carry dates; the sewer check rests on TACIR's 2024 counts and the 2026 bill's dates.

A health care use is checked first against the Certificate of Need list as it will stand when the project files, because the list under rules loses categories on dates set through 2030 1518. Assisted care living facilities and residential homes for the aged are licensed rather than listed, so for them the check is the licence.

The sewer check depends on which system takes the flow. TACIR's moratoria and enforcement orders, counted at the top of this page, affect particular permittees and local governments 27, so the question is whether the subject's provider is one of them; Spring Hill's list of projects with vested rights, tied to its consent order with TDEC, is described on our Nashville page. A site planned on a developer-built decentralized system sits under the bill reported as passed in April 2026 instead: it gives TDEC until July 31, 2027 to write its rules and lets permits under it lapse after 12 months 26. The file therefore carries the permit's issue date next to the planned start of construction.

For a data center, the power check is a rate class. TVA's data center rate under power applies its Capacity Commitment Charge to new or expanding loads above 5 MW 35, so the site's planned load is set against that threshold before any cost is carried into the budget.

Market Divergence

Memphis, Knoxville, Chattanooga, Pigeon Forge and Gatlinburg, the Tri-Cities, Clarksville and Jackson, with Nashville on a page of its own.

Nashville's record, with its payroll count, hotel year and broker supply reports, is on its own page. Below it, Memphis and Knoxville carry metro payroll counts and Knoxville a hotel series from STR data; elsewhere the record runs to county estimates, employer reports and announcements.

Middle Tennessee

Nashville

A Davidson County core, suburban apartment pipelines in Spring Hill and Gallatin, and Spring Hill's list of projects with vested rights under its sewer moratorium.

West Tennessee

A county below its 2020 population, a metro payroll count from BLS, and a HUD housing market area that reaches into two other states.

East Tennessee

Knoxville

A hospital and university economy with a hotel market measured from STR data and two broker counts of the apartment pipeline.

Southeast Tennessee

The only market with a current major-employer list from a primary source, and a wave of hotel openings to price against it.

Smoky Mountains

Pigeon Forge / Gatlinburg

A county whose rooms, cabins and attractions sell to Smoky Mountains visitors more than to its own residents.

Northeast Tennessee

Tri-Cities

Sullivan and Washington counties, where the published employer record is a broker report led by Ballad Health.

Montgomery County

Clarksville

Fort Campbell and a Korean-led manufacturing cluster, in the county the research reads as the fastest growing of its eight markets.

Madison County

Jackson

A regional health care and manufacturing center in West Tennessee, with the BlueOval City automotive site at Stanton re-scoped in December 2025.

Beyond the state line, a Huntsville page will cover the Alabama metro of Madison and Limestone counties, a Northwest Arkansas page will set out that region's county and city decisions on data centers, and Kentucky will have a state page of its own.

Memphis

Memphis and Shelby County: fewer residents than in 2020, in a housing market that crosses two state lines.

Shelby County's population stood below its 2020 base and the city's visitor count below the year before.

Shelby County held 910,226 residents on July 1, 2025, below its April 2020 estimates base of 930,012 46. It authorized 1,230 new private housing units in 2025 46. Nonfarm employment in the Memphis metro was 656.5 thousand in August 2025 and a preliminary 653.3 thousand in August 2026 47. Memphis drew 10.3 million visitors in calendar 2025, below the 2024 total, by Memphis Tourism's count 49.

HUD's 2024 market analysis for the Memphis area counted 1,950 rental units under construction 48. HUD defines that housing market area as Memphis, TN-MS-AR 48, so a Memphis trade area can reach into Mississippi and Arkansas.

Data center building is one more Memphis record. xAI filed a permit valued at $659.3M on March 3, 2026 for an expansion of its Colossus 2 site 44; DatacenterDynamics put the new building at 312,000 SF and reported Colossus 2 online in January 2026 45. A secondary source citing a state fiscal note describes a planned second xAI site with a load of 1,563 MW 43. An unattributed ArcGIS StoryMap records that temporary gas turbines were permitted for xAI in Shelby County on July 2, 2025, and that the Air Pollution Control Board dismissed an appeal of that permit, 6-1, on December 15, 2025 50.

Knoxville

Knoxville and Knox County: a hospital system, a university and two pipeline counts.

Knox County is growing and building. Its apartment pipeline is counted by two brokers and its hotels by one tourism office.

Knox County reached 511,453 residents on July 1, 2025, up from an estimates base of 478,925 in April 2020 52, and authorized 5,013 new private housing units in 2025 52. Nonfarm employment in the Knoxville metro was 463.6 thousand in November 2025 53.

The employer base, from eleven-county chamber data for 2023 to 2024, is led by Covenant Health with 11,963 employees and the University of Tennessee, Knoxville with 11,197, a year-over-year gain of 1,898 at the university 51. Walmart counted 6,614 in the region 51. The university's enrollment reached a record 38,728 in 2024 to 2025 51.

Matthews counted 2,980 multifamily units under construction in Knoxville in Q2 2026 54; MMG Real Estate Advisors counted 2,827 in the same quarter 55. The hotel market is measured by Visit Knoxville from STR data: Knox County hotels ran 65.8% occupancy, a $126.40 average daily rate and $83.14 RevPAR, selling 1,771,785 room nights, from January to September 2025 56. Visit Knoxville's annual report, using CoStar data, describes occupancy as flat for the fiscal year to June 2026 57.

Chattanooga

Chattanooga and Hamilton County: a dated employer base and a hotel wave.

Chattanooga is the one Tennessee market where the major employers have reported current headcounts. The pressure point is hotel supply.

Hamilton County held 390,833 residents on July 1, 2025, up from an estimates base of 366,840 59, and authorized 1,887 new private housing units in 2025 59. The Chattanooga Area Chamber's 2026 major employers list, with self-reported headcounts as of December 31, 2025, is the most current primary employer table the research found 58. It is led by BlueCross BlueShield of Tennessee with 6,303 full-time employees, followed by Erlanger Health with 5,681 full-time and Hamilton County Schools with 5,605 full-time 58. Volkswagen Chattanooga reported 3,937 full-time, the Tennessee Valley Authority 3,748 full-time in the area, CHI Memorial 3,645 full-time and UT Chattanooga 1,536 full-time 58.

Hamilton County's hotel inventory was about 11,500 rooms in November 2025 60, and the Times Free Press listed a wave of new openings, among them The Waymark, a Tapestry Collection by Hilton hotel with 148 rooms, opening on December 29, 2025 60. The research found no ADR or RevPAR series for the county.

Pigeon Forge / Gatlinburg

Pigeon Forge, Gatlinburg and Sevier County: a visitor market on a small resident base.

Sevier County's residents are a fraction of its demand; visitors and permitted short-term rentals set the market.

Sevier County held 101,342 residents on July 1, 2025, against an estimates base of 98,677 in April 2020, and authorized 1,139 new private housing units in 2025 61. Those figures understate the market, because demand for rooms, cabins, restaurants and attractions in Pigeon Forge and Gatlinburg comes from visitors to the Smoky Mountains rather than from residents. The research found no official hotel occupancy, ADR or RevPAR series for the county, only secondary market reports.

New supply is arriving in Pigeon Forge. Drury Plaza Pigeon Forge opened with 252 rooms in August 2025, and Staybridge Suites Pigeon Forge opened on March 20, 2026, by a secondary listing of new hotels 62. Short-term rental supply runs under permits: since January 1, 2024, unincorporated Sevier County, outside Gatlinburg, Pigeon Forge, Sevierville and Pittman Center, has required an annual short-term rental unit permit, and Gatlinburg requires an annual Tourist Residency Permit 63, on top of the state Short-Term Rental Unit Act's legacy protections 25.

Two permit regimes, one for the unincorporated county and one for Gatlinburg, mean that a cabin's competitive set can sit under different rules on either side of a city line. Our Townsend cabin resort case, set in unincorporated Blount County outside Townsend, shows how a study measures a mountain rental market when the data vendors disagree.

Tri-Cities

The Tri-Cities, Sullivan and Washington counties: Johnson City, Kingsport and Bristol.

The Tri-Cities record holds county population, a January 2024 broker report and one credit action.

The research covers two counties. Sullivan County held 163,759 residents on July 1, 2025, against an estimates base of 158,146 66. Washington County held 141,199 against a base of 132,999 67.

The employer evidence is a January 2024 broker report. It credits Ballad Health with 13,800 employees across 29 counties and East Tennessee State University with an enrollment of 13,378 64. It also records a $23M Citigroup facility in Boones Creek, in northern Washington County, from April 2023 64. In December 2025, S&P revised its credit outlook on Ballad Health to positive, according to the Johnson City Press 65.

Clarksville

Clarksville and Montgomery County: Fort Campbell and a wave of industrial announcements.

A county still adding residents, and an industrial record that sets a December 2025 announcement beside 2024 targets whose status was not found.

Montgomery County held 249,935 residents on July 1, 2025, up from an estimates base of 220,012 in April 2020 70, and authorized 2,723 new private housing units in 2025 70. Fort Campbell anchors the market, and the county's economic development council reports a steady monthly flow of soldiers separating from the post 68.

The industrial story is large and partly unconfirmed. On December 15, 2025 the county announced Korea Zinc's $6.6 billion project at the former Nyrstar site on Moore Road, described as the largest foreign direct investment announced in the state, with new and retained jobs and a payment-in-lieu-of-tax incentive 68. A 2024 report valued LG Chem's cathode plant at $3.2 billion with 860 jobs and a target of the third quarter of 2025, and also listed a Hankook tire expansion with the same target 69; the current status of both was not found.

Montgomery County levies an adequate facilities tax on new residential development for school facilities 71; the research holds no dated rate. Current headcounts for Fort Campbell, Austin Peay and the school system were not found.

Jackson

Madison County and Jackson: a regional hospital, large plants and the BlueOval City question.

West Tennessee Healthcare's flagship, large manufacturers and a university, in a county growing slowly, with BlueOval City outside it.

Madison County held 100,790 residents on July 1, 2025, against an estimates base of 98,831 in April 2020 74; the Jackson of this section is its city, not Mississippi's capital.

The employer evidence comes from a February 2024 broker report. West Tennessee Healthcare's flagship hospital has 642 beds 72. Jackson-Madison County Schools employed 1,806, Delta Faucet 1,315, Kellanova 1,164 and Stanley Black & Decker 1,008 72. Union University reported 824 jobs and an enrollment of 2,930 72. An apartment marketing page puts Jackson and Madison County tourism spending at $349M in 2024 73, a source the research rates as low reliability.

The larger question sits outside the county. BlueOval City, at Stanton, is the project that the same marketing page ties to Jackson, with prototype production in 2027 73. On December 16, 2025, Tennessee Lookout reported that Ford had scrapped its plans for an electric pickup there and turned to gas-powered truck models 76.

Worked Cases

Tennessee's worked case: new A-frame cabins outside Townsend, on an SBA 504 loan.

One Tennessee case so far, set in unincorporated Blount County on the quieter side of the Smokies.

Blount County and the Smoky Mountains. The cabin resort outside Townsend tests whether a small resort of new A-frame cabins on acreage in unincorporated Blount County can carry SBA 504 debt. It works through park visitation that has softened while county visitor spending rose, two short-term rental data vendors that disagree on occupancy, and a large competing resort due to open nearby. It concludes that the market supports the product at upper-middle performance, and that the loan should be sized to median-plus RevPAR rather than to the top quartile, which leaves the sponsor carrying a much larger share of the cost than the structure it tests first.

Where the other markets stand. No published case names a location in Nashville, Memphis, Chattanooga, the Tri-Cities, Clarksville or Jackson. The Townsend case does reach two other sections of this page by reference: it sets Pigeon Forge's rental market beside Townsend's as a comparison, and it cites passenger traffic at the Knoxville airport among its demand indicators.

By Asset Class

Health care and senior uses under the Health Facilities Commission, stores under TABC, child care under Human Services, and nightly rentals in Sevier County.

By office: the Health Facilities Commission for medical and senior uses, TABC for a store selling wine or hemp-derived products, Human Services for child care, and Sevier County or Gatlinburg for a nightly rental there.

Tennessee Questions

Tennessee feasibility study questions.

Where did Tennessee's population gain of the year to July 2025 come from?

Net domestic migration was the largest component. The state gained 63,785 residents, or 0.88% 2, to reach 7,315,076 on July 1, 2025 1. Births outran deaths by only 3,597, while net domestic migration added 42,389 and net international migration 17,990, in a Census-derived count republished by a secondary map tool 3.

How does that year compare with Tennessee's record 2024 gain?

It was smaller. The State Data Center revised the gain of the year to July 2024 to 98,262, the largest in the state's history 24; the year to July 2025 added 63,785 2.

How much new lodging and housing has Sevier County added lately?

In Pigeon Forge, Drury Plaza opened with 252 rooms in August 2025 and Staybridge Suites followed on March 20, 2026, by a secondary listing of new hotels 62. The county authorized 1,139 new private housing units in 2025, on a resident base of 101,342 at July 1, 2025 61. Nightly rentals are counted through permits: unincorporated Sevier County has required an annual short-term rental unit permit since January 1, 2024, and Gatlinburg issues an annual Tourist Residency Permit 63.

How does Tennessee's sales tax enter a feasibility study?

Through pricing and the project budget. Tennessee's average combined sales tax rate was 9.61% at midyear 2026, of which local governments added an average of 2.61% 28. How construction materials and business equipment are taxed was not found.

Does a health care project in Tennessee still need a Certificate of Need?

For the facility types still on the list, yes, and the list is shrinking on a timetable. Hospitals, nursing homes, ambulatory surgical treatment centers, home care organizations and rehabilitation facilities remain on it 15; MRI, PET, burn units, NICUs and habilitation facilities left it on December 1, 2025 15. Surgery centers move to licensure on December 1, 2027 17, and SB 1369 repeals the requirement for satellite emergency departments and cardiac catheterization on July 1, 2028 and for acute care hospitals on July 1, 2030 18.

What should a Tennessee feasibility study say about sewer capacity?

Whether the system that would take the flow is under a moratorium or a TDEC order. With data as of May 2024, TACIR's draft report on wastewater systems counted both kinds across the state 27, and the counts open this page. A site on a developer-built decentralized system answers to the April 2026 bill described under rules instead.

What did the five Tennessee counties on this page with 2025 permit counts authorize?

Knox County authorized 5,013 new private housing units in 2025 52, Montgomery County 2,723 70, Hamilton County 1,887 59, Shelby County 1,230 46 and Sevier County 1,139 61.

Tennessee has Certificate of Need repeals scheduled for 2027, 2028 and 2030.

Whether a Tennessee health care project needs a certificate depends on the list in force when it files.

Sources

Data sources and dates.

Tennessee's Certificate of Need record shows how this page is sourced where the rules are still moving: the Health Facilities Commission's own pages give the list as it stands, while the 2027 surgery center change and the 2028 and 2030 repeals come from a consultancy and a law firm reading the newer laws. The wastewater law reaches the page through the Tennessee Lookout, the server permit term through a licence guide and the Sevier County permits through a rental guide; TVA's peak and its data center rate come through news outlets; data center demand comes through ThinkTennessee; and Jackson's tourism figure comes through an apartment marketing page the research rates as low reliability.
