Kentucky Feasibility Studies
In October 2026 Kentucky's cabinet counted $9.3 billion of manufacturing investment announced in 2025 4, and the Census estimates WKYT reported in March 2026 gave the state 15,709 net international arrivals in the year to July 2025, with growth slowing in 62 of Kentucky's 120 counties 7. A lender reviewing a Kentucky feasibility study or market study will ask which announcements reached the subject's county and whether it is one of the 62.
A Hardin County growth projection reported in 2023, and the battery venture behind it dissolved in December 2025.
At an August luncheon the Hardin County Chamber of Commerce shared a study of the BlueOval SK battery campus at Glendale that projected 22,380 new residents and 8,811 new housing units for the county, as Teslarati reported on September 25, 2023 75. In December 2025 Ford and SK On dissolved the venture, and WYMT reported about 1,600 layoffs 16.
The Elizabethtown and Fort Knox section below carries Hardin County's 2025 Census figures and the campus's closing dates.
Net migration from abroad into Jefferson and Fayette counties in the year to July 2025.
WKYT's county split of the Census estimates, then the federal and state sector counts for August 2025 to August 2026.
| Indicator | Figure | Period | Source |
|---|---|---|---|
| Net international migration | 15,709 | July 2024 to July 2025 | 7 |
| Net domestic migration, cumulative | 35,800 | 2020 to 2025 | 2 |
| Kentuckians employed in manufacturing | More than 260,000 | October 2026 | 4 |
| Manufacturing investment announced in 2025 | $9.3 billion | Calendar 2025, as reported October 2026 | 4 |
WKYT's March 2026 report of the Census estimates places 7,494 of Kentucky's 15,709 net international migrants of the year to July 2025 in Jefferson County and 3,084 in Fayette, and has the state's growth slowing to 0.5% that year, and slowing in 62 of the 120 counties 7. WEKU's February 2026 report counts 35,800 net domestic migrants over 2020 to 2025, and quotes the Kentucky State Data Center's director on a net domestic gain of 7,200 in the latest year 2.
IBISWorld's 2026 ranking of employers places the State of Kentucky first, with 79,485 employees; the private employers on the same list include Walmart at 31,357, Norton Healthcare at 23,000, Amazon at 22,000, Kroger at 19,391, UPS at 19,000, UofL Health at 14,000, Humana at 10,000 and Ford at 9,201 20. A low-reliability aggregator lists Toyota Motor Manufacturing Kentucky at 10,151 21. Beside that list, the 2020 to 2024 five-year American Community Survey estimate puts the median Kentucky household's income at $63,726 22.
The cabinet's October 2026 release puts 2025's announced manufacturing investment at $9.3 billion, with more than 7,500 jobs 4. Kentucky Today's December 2025 report called 2025 Kentucky's second-best year in private sector investments, and among the year's projects it recounted Apple and Corning's glass manufacturing project in Harrodsburg, Mercer County, announced in August 2025 79. Under the current administration the cabinet counts more than 970 manufacturing projects through October 7, 2026, and more than 260,000 Kentuckians work in manufacturing by its 2026 statement 4. BLS's seasonally adjusted state series puts the change from August 2025 to August 2026 at a loss of 1.8 thousand nonfarm jobs, or 0.1% 3. Private-sector payrolls, by the Joint Economic Committee's update, rose by 400 from August 2025 to August 2026 76. The same update has private education and health services adding 4,000 jobs over the year, or 1.3%, and leisure and hospitality 1,800; the federal government lost 2,600, and professional and business services 3,400, which the Education and Labor Cabinet's release reads as a gain 7695. The Education and Labor Cabinet's August 2026 report has manufacturing down 2,000 jobs over the same year and information down 100 95, and The Lane Report put the state's unemployment rate at 4.7% in August 2026, with total government down 2,200 jobs over the year 96.
Kentucky's SBA totals, as The Lane Report and the Paintsville Herald reported them.
| Measure | Figure | Period | Source |
|---|---|---|---|
| SBA loans disbursed in Kentucky, 7(a), 504 and other programs | Over $312 million | FY2025 (disbursed, not approved) | 23 |
| SBA 7(a), 504 and microloan approvals | 819 loans worth more than $234 million | FY2024, as labelled by the outlet | 24 |
| KEDFA Loan Participation Program, share of a loan it can buy | Up to 20% | 2023 program design | 82 |
Kentucky has a single SBA district office, in Louisville, and its district takes in all 120 counties 77. Community Trust Bank, based in Pikeville, was named Kentucky's top SBA community bank lender for FY2025, the 17th consecutive year, with 60 7(a) loans totalling $12,596,200 and 3 projects under 504 totalling $17,477,879 23; the bank's own release calls the honour SBA's Gold Lender Award 53. The Lane Report article that carried the award put SBA loans disbursed in Kentucky that year, across 7(a), 504 and other programs, at over $312 million, a record by its account 23. The Paintsville Herald's figure of 819 loans worth more than $234 million counts 7(a), 504 and microloan approvals, in a year the outlet labels FY2024 24.
In SBA's loan-level files, Kentucky projects drew $205.5 million of 504 debentures approved in fiscal years 2016 to 2025, net of cancellations, the SBA and CDC share alone rather than the whole project; 7(a) loans approved in the same years, net of cancellations, number 4,169 and carry $1,718.0 million, counted at the full loan amount 26.
SBA may require a feasibility study under 13 CFR 120.160(b): SBA may require professional appraisals, a survey, or a feasibility study 5. SBA's program tests, under SOP 50 10 8.1 with Technical Policy Updates, effective 6, are worked through on our SBA 7(a) and 504 practice page.
KEDFA's loan participation and collateral support
Kentucky's design for the second round of the federal State Small Business Credit Initiative included a Loan Participation Program, in which the Kentucky Economic Development Finance Authority buys up to 20% of a loan, a Collateral Support Program and venture capital through Keyhorse Capital, as KLC City Limit reported in February 2023 82. The cabinet announced the $117 million award on February 27, 2023, for deployment in three phases over 10 years, with KY Innovation, inside the cabinet, as administrator 25. Its incentives page lists three credit enhancement programs under the Kentucky Small Business Credit Initiative name, aimed at loans just outside standard underwriting, and a separate Direct Loan Program of the authority, below-market fixed-asset loans for agribusiness, tourism, industrial and service projects, subject to the revolving fund's availability 27.
Livingston Hospital's direct loan and Campbellsville's Hampton Inn, in The Lane Report's October 2026 USDA summary.
The Lane Report's October 2026 summary, which highlights more than $1 billion of USDA investment in rural Kentucky across housing, business and infrastructure, names Travis T. Burton as Rural Development's state director. Among the awards it reports, a Community Facilities direct loan of $73.8 million went to Livingston Hospital and Healthcare Services, and a $9.95 million loan guaranteed under Business and Industry financed a Hampton Inn in Campbellsville 28.
For energy projects, USDA's Kentucky page for the Rural Energy for America Program records that grant and combined grant and loan applications were not accepted from July 1 to September 30, 2025, and that guaranteed loans were accepted on an ongoing basis 81. Our USDA Rural Development practice area carries the Agency's study requirements.
Kentucky's assisted living statute sets three licences, and only the third covers a secured dementia unit.
| Use | Rule as recorded | Date | Source |
|---|---|---|---|
| Assisted living | Three licences: assisted living community; with basic health care; with dementia care (a secured dementia unit needs the last) | Statute text as of 2024 | 30 |
| Child care | Type I: 4 or more children in a nonresidential setting, or 13 or more in a residential setting with separate space; Type II: the licensee's primary residence, 7 to 12 children; staff ratios and group sizes set by age band | State child care licensing regulation, reported amended February 2025 | 31 |
| Health facilities and services | Certificate of Need regime under KRS 216B; State Health Plan "2025 Update" amended | January 7, 2026 | 8 |
| Certificate of Need reform, 2025 | HB 354, HB 355 and HB 609, which would have narrowed hearings and appeals, widened exemptions and created an urban pilot, were referred to the House Health Services Committee; none advanced | February 2025 | 9 |
| Certificate of Need reform, 2026 | HB 407, which would have widened non-substantive review and limited hearings and appeals to applicants, cleared the House Health Services Committee by 10 votes to 5; it did not pass the session | 2026 Regular Session | 10 |
| Ambulance services | HB 305 made non-substantive review permanent for county, city and hospital ambulance services | 2025 | 29 |
| Package liquor | State fee for a quota retail package licence, $570 per year | Form dated August 2025 | 32 |
| Lodging, rental platforms and campgrounds | Rental platforms report and pay local transient room tax; campgrounds and RV parks are subject to the transient room tax | Platforms since January 1, 2023 | 33 |
| Fuel storage tanks | Environmental assurance fee of $0.014 per gallon; $0.004 of it to the financial responsibility account | Fund operating | 15 |
| Fuel storage tanks, deadlines | Registration and account deadlines extended by 2024 HB 8 | To July 15, 2031 | 15 |
| Construction wages | No state prevailing wage since 2017 HB 3; federal Davis-Bacon still applies to federal work | Since January 7, 2017 | 35 |
| Minimum wage | $7.25 an hour, tied to the federal rate; local minimum wages preempted; HB 349 to raise the minimum wage stalled in committee | 2026 | 34 |
For assisted living, the 2020 to 2024 five-year American Community Survey estimate counts 784,676 Kentuckians aged 65 and over 22. The statute separates the three licences by what each may offer: the community licence provides no basic health services, the basic health care licence runs no secured unit, and a secured dementia unit may not operate without the dementia care licence 30. An older federal compendium, from 2007, defines an assisted living community as a series of living units for five or more unrelated adults, with units of at least 200 square feet subject to exceptions; the research marks that definition to be checked against the current statute 99. For child care, Type I staff ratios are set by age band: 1:5 for infants with a maximum group of 10, 1:6 for toddlers with 12, 1:10 at two to three years with 20, 1:12 at three to four with 24, 1:14 at four to five with 28 and 1:15 at five to seven with 30; for older school-age children the ratio is 1:20 over a full day, in groups of up to 30, and 1:25 before and after school 31.
Kentucky's Certificate of Need statute reaches health facilities, services and major medical equipment, and a capital expenditure above an approved certificate needs an administrative escalation or a new certificate; the expenditure minimums are adjusted each year 8. The Certificate of Need repeals Tennessee has scheduled are set out on our Tennessee page.
For fuel sites, the rest of the environmental assurance fee, $0.010 per gallon, goes to the petroleum storage tank account, and the fund reimburses corrective action 15. The tank branch still publishes claims agendas, and on July 9, 2025 it issued a notice on reimbursing water used during a tank closure 15.
Beside the $7.25 minimum in the table, Kentucky's tipped minimum wage is $2.13 an hour 34.
A 2016 state levy, a homeowner rate and no local sales tax.
The property tax figures in the research are dated or residential only.
| Item | Figure | Date | Source |
|---|---|---|---|
| State-only levy on real property | 0.122%, or 12.2 cents per $100 | 2016 (check current) | 36 |
| Effective property tax rate, owner-occupied homes | 0.74% | 2026 edition | 37 |
| Local sales taxes | None | 2026 | 37 |
The state's own levy on real property was 0.122%, or 12.2 cents per $100, in the Lincoln Institute's November 2016 summary, which applies it to residential, agricultural and commercial real property alike 36, a rate the research flags as dated. The Tax Foundation's 2026 edition puts homeowners' effective property tax rate at 0.74% 37. For commercial property the Lincoln Institute's 2024 and 2025 comparison studies exist, but the research did not extract Kentucky's values from them. In the edition for taxes paid in 2022, Louisville ranked 36 of 53 largest-city systems for the commercial effective tax rate on a property of $1 million with $200,000 of fixtures, where 1 is the highest 87.
Kentucky levies no local sales taxes 37. Lodging carries its own layers: the Department of Revenue lists a 1% statewide transient room tax and the 6% sales tax on lodging 33, and KRS 91A.390 lets a local tourism commission levy up to 3%, or 4% for an urban-county government, with special levies such as a convention center tax of up to 1% more 83.
DR-4864's incident ran from April 2 to May 16, 2025, and 37 counties were designated under it.

Two Kentucky misreadings: Louisville's room tax on long stays, and REAP's 2025 grant window.
A Louisville Metro tax page and USDA's Kentucky REAP notice, each read past what it says.
Louisville's room tax applied to every night of an extended stay
Louisville Metro's own transient room tax is 8.5%, and the Revenue Commission's page excludes stays of 30 days or more from it 48.
REAP's 2025 grant window read as a pause in all REAP lending
From July 1 to September 30, 2025 USDA took no REAP grant or combined grant and loan applications in Kentucky, but its guaranteed loans stayed open on an ongoing basis, with the FY2025 guarantee at 80% 81.
Landslide counties, residential-zone rental permits and the package licence quota: three Kentucky parcel checks.
Landslides on the February 2025 declaration
DR-4860 covered landslides and mudslides as well as flooding 11. For a parcel in one of its 16 individual assistance counties, listed under hazards, the check asks whether the parcel or its access slid in the February 2025 event.
Short-term rentals in residential zones
A rental-tax guide reports that Louisville requires annual registration for short-term rentals and a conditional use permit for non-owner-occupied ones in residential zones 49. The same publisher's Fayette County guide reports that hosted and unhosted rentals are allowed, that unhosted ones in residential zones need a conditional use permit, and that both need a zoning permit and a business licence, with a $200 annual Special Fees License 54. Both guides are secondary sources.
A package store against the county quota
In a wet county without a first-class city, KRS 241.066 allows no more than 1 quota retail package licence per 2,300 residents, with a minimum of 2, and, under KRS 243.241, the quota licensee bears the risk of later increases in the quota 92. A package store application starts from two numbers: the licences the county already holds and its latest population estimate.
Eight Kentucky markets, each read from a named county's Census record, three counties in Northern Kentucky.
Louisville
Ford's assembly plant project of August 2025, in a metro whose payroll barely moved over the following year.
Lexington
Metro payrolls that grew over the year to August 2026 while the state's total fell.
Northern Kentucky
Two air cargo operations at the Cincinnati/Northern Kentucky airport, in a metro that runs into Ohio and Indiana.
Bowling Green
The Kentucky county with the largest population gain from 2020 to 2025, with new apartments along I-65 and US 31W.
Owensboro
Dated plant expansions by Mizkan America and Swedish Match, and an industrial site the city acquired in 2025.
Elizabethtown / Fort Knox
Hardin County, where the Glendale battery campus's workforce was given a closing date of February 14, 2026.
Pikeville / Eastern Kentucky

GE Appliances' laundry investment, a broker's hotel pipeline count and Metro's drink licence fee in Louisville.
Employer lists, Jefferson County's estimate and a broker's third-quarter hotel report.
Employers and the metro payroll
Louisville Business First's 2025 list of the area's largest employers, headed by UPS, Norton and Kroger, counts over 266,000 people employed by its 640 ranked organizations 42. GE Appliances announced a $490 million laundry investment in Louisville, with 800 jobs, on August 13, 2025, as The Lane Report recounted in December 2025 41. The cabinet's August 20, 2025 release listed Ford's Louisville Assembly Plant project at nearly $2 billion and 2,200 jobs 80. The metro's payroll barely moved, from 713.6 thousand nonfarm jobs in August 2025 to 712.7 thousand in August 2026, a loss of 0.9 thousand or 0.1%, not seasonally adjusted and preliminary, a change BLS does not mark as significant 43. Louisville Metro's first-quarter 2026 statistics report put the metro's unemployment rate at 4.2% in January 2026, against 4.8% in January 2025 90.
Jefferson County's residents and permits
Jefferson County issued permits for 3,001 residential units in 2025, and its July 1, 2025 estimate of 795,222 stood 1.6% above the April 2020 base of 782,962 44. It took in 7,494 net international migrants in the year to July 2025 7.
The Q3 2025 hotel reading and the downtown openings
Matthews put occupancy at 63% and the average daily rate at $132.59 in the third quarter of 2025, and revenue per available room at $75.73, the rate and RevPAR both down year over year; it counted 601 hotel rooms under construction and none delivered in the quarter 45. Two openings scheduled for spring 2025, the Hampton Inn & Suites East Oxmoor, planned for March in the East End, and Hotel Bourre Bonne, a Curio Collection property due in April, are not confirmed as open in the research 46.
Metro's drink licence fee and one SBA lender
Louisville Metro's local fees run to $1,200 for a quota retail package licence, $1,600 for a quota retail drink licence and $1,800 for an NQ-2 restaurant licence 47. Among SBA lenders, Republic Bank & Trust, based in Louisville, made 23 SBA loans averaging $372,426 in a 2025 ranking 50.
Lexington and Fayette County: net migration from abroad and 2025 permits.
Fayette County's estimate, net arrivals and permits, and the metro payroll.
Fayette County took in 3,084 people from abroad, net, over July 2024 to July 2025 7. Its QuickFacts page gives 329,751 residents on July 1, 2025, up 2.2% from 322,563 in April 2020, and 1,052 residential units permitted in 2025 51. For lodging, a rental-tax guide gives Lexington-Fayette's local transient room tax as 8.5%, plus the 1% state transient tax and the 6% sales tax 54.
For Lexington the research found no named corridor and no project over $50 million for 2025 or 2026. The metro counted 306.5 thousand nonfarm jobs in August 2026, a preliminary level on BLS's Economy at a Glance page, 0.9% above the level of 12 months before; the metro's unemployment rate was 4.4% in July 2026, also preliminary 52.
Air cargo at the Cincinnati/Northern Kentucky airport, and Census counts for Boone, Kenton and Campbell.
Three counties' population and permits, and two cargo operations at the Cincinnati/Northern Kentucky airport.
Two air cargo operations sit at the Cincinnati/Northern Kentucky airport. DHL Express's operation there covers 194 acres with more than 2,500 employees, and the airport counted 9.2 million passengers in 2024, as The Lane Report described them in June 2025 55; the Amazon Air hub sits in Hebron, in the airport's cargo district, and the Cincinnati Enquirer's list of Northern Kentucky's largest employers, citing a 2022 Cincinnati Business Courier ranking, puts Amazon's local headcount at 6,000 56. LINK nky's August 6, 2026 report on the hub's fifth year puts the facility at $1.5 billion, with more than 4,000 jobs created and more than 1,300 people reporting daily; the company itself claims more than $30 billion invested in Boone County, by the same report 91.
QuickFacts gives Boone County 145,316 residents on July 1, 2025, 6.9% above its April 2020 base of 135,988 57; Kenton 175,779, against 169,041, a change of 4.0% 58; and Campbell 95,441, against 93,081, or 2.5% 59. Their 2025 permits were 756 units of housing in Boone, 681 in Kenton and 182 in Campbell 575859. BLS has the Cincinnati OH-KY-IN metro's nonfarm employment, for the whole metro rather than its Kentucky counties alone, up 0.3% over the year to August 2026, a preliminary figure 97. For 2025 and 2026 the research found no project over $50 million in the three counties; FEAM AERO's $45 million hangar, which opened in April 2024, sits below that line 98.
Bowling Green: Warren County's gain and a January 2025 apartment report.
The county's Census figures, two BLS payroll months and a broker's apartment report.
No Kentucky county gained more people from 2020 to 2025 than Warren: 14,336 by the Kentucky Association of Counties' reading of the Census county file, and 2,809 in the latest year alone 19. QuickFacts puts the county at 149,375 on July 1, 2025 against an estimates base of 134,563 in April 2020, a base the research leaves unreconciled with the association's count, and counts 1,453 residential units permitted in 2025 60. Metro payrolls were 84.6 thousand in November 2025, unchanged at 0.0% over 12 months, in a BLS area summary updated January 20, 2026 61, and 85.2 thousand in April 2026, a preliminary level 62; those are different months, not a trend.
The Kirkland Company, citing CoStar for multifamily properties of 50 or more units, reported an inventory of 66 properties with 8,241 units, vacancy of 7.40%, an average rent of $1,061, down 1.0% over twelve months, 382 units delivered in the prior twelve months and 1 property of 255 units under construction, as of January 2025 63. Listings place new apartments along the I-65 Exit 26 and Lovers Lane corridor, including Ewing Point at Mount Victor 64, and south on Nashville Road (US 31W), where Grove Park is listed as built in 2025 65.

Daviess County's dated plant expansions, a 121-acre city site and Owensboro Health's impact estimate.
A chamber count of workers added in 2025, and two expansions with their dates.
The local economic development chief told a chamber audience in April 2026 that Daviess County added about 335 workers in 2025 67. Worked cases in Kentucky: self-storage in Bardstown, and assisted living and urgent care in Elizabethtown.
Three cases sit in two Kentucky towns, each on a different kind of loan.
In Bardstown, the climate-controlled self-storage case is financed under USDA Business and Industry. Elizabethtown, in Hardin County, holds the other two: an assisted living and memory care case carried on a bank bridge loan, and an urgent care case under SBA 7(a).
Kentucky also turns up in a case set in another state. The glamping resort near Oak Hill, West Virginia, at New River Gorge on a USDA Business and Industry loan, found no outdoor hospitality sale with a disclosed price per unit or cap rate in West Virginia, Virginia, Kentucky or Pennsylvania for 2023 to 2026.
