Cabin Resort Feasibility Study Outside Townsend, Tennessee: 11 A-Frames on an SBA 504 Loan
Representative worked example. The site, sponsor and project are hypothetical. The market evidence is real, public and dated October 2026. This page shows how the market analysis is built and how it sets the loan. It is not a client engagement.
Townsend sells itself as the quieter side of the Great Smoky Mountains: the road into Cades Cove, far from the attraction strip in Pigeon Forge. For a cabin resort that positioning cuts both ways. Guests pay for the calm, but they pay less per night than they do twenty miles east, and the two data vendors that track Townsend's rental market disagree on almost everything except the rate. This case tests whether 11 new two-bedroom A-frames with private hot tubs, on about 9 acres in unincorporated Blount County a few miles outside Townsend, can carry SBA 504 debt.
At a glance
| Item | Finding |
|---|---|
| Subject | 11 two-bedroom A-frame cabins with hot tubs, about 9 acres, unincorporated Blount County, TN, 2 to 3 miles outside Townsend |
| Operation | Year-round nightly rentals run by one operator |
| Program | SBA 504 (bank first lien plus CDC debenture) |
| Townsend market RevPAR | $102 (AirROI) to $129 (AirDNA); AirROI median $89, top quartile $133 |
| RevPAR the study underwrites | $117 ($255 ADR at 46% occupancy) |
| Stabilized revenue | $578,080 |
| Stabilized net operating income | $211,956 |
| Total project cost | $3,653,480 ($332,135 per cabin) |
| Coverage at the 504 minimum equity of 20% | 0.84x |
| Debt the market supports at 1.25x | $1,970,000 |
| Sponsor equity at that debt | $1,683,480 (46.1%) |
| Market conclusion | The market supports the product at upper-middle performance. A 75-cabin resort opening in 2027 and a 14-point disagreement between data vendors mean the loan should be sized to median-plus RevPAR, not to the top quartile. |
The market conclusion
Demand in Blount County is growing in dollars even while Smokies park visits fall, because spending is shifting toward overnight and fly-in visitors who need beds. That is the right tailwind for cabins. But Townsend's rental market tops out around 53% occupancy on the most generous data source, it is sharply seasonal, and 75 new resort cabins break ground five minutes from the Cades Cove entrance this autumn. At a $117 RevPAR, between the two vendors' market averages, the resort earns $211,956 of net operating income. That covers a standard 20%-equity 504 structure only 0.84 times. Sized to 1.25x, the market supports about $1.97 million of debt, and the sponsor carries about 46% of the cost.
Demand: park visits are softer, county spending is not
| Indicator | Figure | Period | Source |
|---|---|---|---|
| Great Smoky Mountains recreation visits | 12,547,743 (2019); 14,161,548 (2021 record); 13,297,647 (2023); 12,191,834 (2024); 11,527,939 (2025) | 2019 to 2025 | [1][2] |
| Visits, January to June 2026 | 5,274,891, up 6.2% | 2026 | [3] |
| Townsend entrance-area recreation visits | 1,718,403 | 2023 | [4] |
| Park visitor spending in gateway regions | $2.2 billion, 33,700 jobs | 2023 | [5] |
| Blount County visitor spending | $576.1M (2023); $610.9M (2024); $644.2M (2025), 8th of 95 Tennessee counties | 2023 to 2025 | [6][7] |
| Blount County tourism jobs and payroll | 5,078 jobs, $233.4M payroll, both records | 2025 | [7] |
| Townsend-area hotel-motel tax | $874,310, third in the county, on about $21M of gross hotel sales | 2024 | [8] |
| Knoxville airport (TYS) passengers | 3,630,410, a record, up 8.7%; June 2026 monthly record of 385,000 | 2025 to 2026 | [9][10] |
The park figures need care. Recreation visits fell 8.3% in 2024 and 5.4% in 2025, to the lowest total since 2018. Part of the 2024 drop came from a new National Park Service counting model; the park's spokesperson said the decline "was not due to a decrease in actual visitation" [27]. The 43-day federal shutdown in late 2025 did not close the park, because state, local and nonprofit funding kept it open. Early 2026 shows recovery. Meanwhile Blount County visitor spending rose for a third straight year and air traffic set records. The demand base is stable to soft in visits and rising in spend, which favors overnight lodging over day-trip attractions. The underwriting therefore assumes no growth in park visits.
The rental market: two vendors, one rate
| Market and source | Active listings | Occupancy | ADR | RevPAR | Revenue per listing | Period |
|---|---|---|---|---|---|---|
| Townsend, AirDNA | 627 (down 24.8%) | 53% | $243 | $129 | $44K | Trailing 12 months to Sept 2026 [11] |
| Townsend, AirROI | 477 (up 46.3%) | 38.5% | $268 | $102 | $31,440 (down 9.7%) | Aug 2025 to Jul 2026 [12] |
| Townsend, AirROI percentiles | Median 37%, top quartile 58% | Median $222, top quartile $303 | Median $89, top quartile $133 | 2026 [12] | ||
| Wears Valley, AirROI | 42.9% | $311 | $45,732 | 2025 [13] | ||
| Pigeon Forge, AirDNA | 3,120 | 56% | $344 | $65.2K | Trailing 12 months to Aug 2026 [14] |
Two-bedroom units are the largest single class in Townsend, at 34.2% of listings, so the subject competes in the most crowded size and also the most liquid one [12]. Seasonality is pronounced: AirROI's peak month is October at 60.7% occupancy and a $298 ADR, and its trough is January and February at 25.2% and $234 [12].
The vendors disagree on supply direction (down 24.8% against up 46.3%), on occupancy (53% against 38.5%) and on revenue per listing. They nearly agree on rate. RevPAR is the steadier comparison, and it brackets the market at $102 to $129. The study underwrites $117, between the two averages and below AirROI's top quartile of $133. A new A-frame with a private hot tub can plausibly earn top-quartile RevPAR. That is an operating judgment, not market data, so the loan is not sized on it.
Competitive supply within 15 miles
| Property or project | Location | Units | Rate evidence | Notes |
|---|---|---|---|---|
| Ofland Great Smoky Mountains | Townsend | 75 studio cabins on 27.6 acres, more than $25 million | Reservations open January 2027 | Broke ground Sept 15, 2026; opening expected summer 2027; heated pool, oversized hot tub, 150-seat drive-in theater, five minutes from the Cades Cove entrance [15] |
| Little River Campground glamping cabins | Townsend | Not stated | $160 per night plus tax | Pet-friendly [16] |
| Cabins on Little River, Riverside cabin | Townsend | 2BR, built 2021 | Not published | Hot tub, gas fireplace, river access [17] |
| Mountaintop cabin cluster | Townsend | 8 two-bedroom cabins on 20 acres | Not published | Hot tubs, views [18] |
| Smoky Cabins and Tipton's Cabin Rentals | Townsend | 1 to 8 bedrooms | Not published | Many with hot tubs and game rooms [19] |
| Walland rentals (sampled) | Walland | 2BR and 3BR | January: $159 (2BR), $199 (3BR) | Off-season snapshot [20] |
Supply within 15 miles is fragmented: individually owned cabins and small rental companies, with hot tubs as table stakes rather than a differentiator. The one resort-scale project is the most important supply variable in this case. It began as a 130-cabin camping resort that drew a petition of more than 1,000 signatures and a negative planning recommendation on a rezoning, then returned under a new name and was approved as a hotel on a 4-1 Townsend Planning Commission vote in January 2024 [21]. That history shows two things at once. Organized resistance to resort density is a barrier to entry that protects an 11-cabin project, and it is an entitlement risk for that same project.
What the market supports: the revenue build
| Line | Median RevPAR ($89) | Study case ($117) | Top-quartile RevPAR ($133) |
|---|---|---|---|
| ADR and occupancy | $240 at 37% | $255 at 46% | $266 at 50% |
| Occupied cabin nights | 1,486 | 1,847 | 2,008 |
| Lodging revenue | $356,532 | $470,960 | $533,995 |
| Cleaning fees ($135 per stay, 2.7-night average stay) | $74,278 | $92,345 | $100,375 |
| Firewood, pet and other fees ($8 per night) | $11,884 | $14,775 | $16,060 |
| Total revenue | $442,694 | $578,080 | $650,430 |
| Operating expenses | $333,027 | $366,123 | $384,121 |
| Net operating income | $109,666 | $211,956 | $266,309 |
Operating expenses in the study case include payroll of $152,237 for a resident manager, housekeeping and maintenance with a 20% burden; booking channels and card processing at 9% of lodging; utilities of $30,000 for hot tubs and HVAC; insurance of $30,000; property tax of $15,480 on about $3.0 million of appraised value at the 40% commercial ratio and Blount County's 2026 rate of $1.29 per $100 [22]; repairs and hot tub service at 4.5% of lodging; and a 3% replacement reserve. Lodging and sales taxes are passed through to guests and excluded: 14.75% outside Townsend city limits (5% county occupancy tax, 7% state and 2.75% local sales tax). Townsend's new 3% city occupancy tax, collected from May 1, 2026, applies only inside city limits [23].
What the debt can carry
| Project cost | Amount |
|---|---|
| Land, about 9 acres, unincorporated Blount County (model assumption) | $540,000 |
| 11 two-bedroom A-frames, about 880 sq ft, kit plus local labor at $150 per sq ft | $1,452,000 |
| Hot tubs | $99,000 |
| Furniture, fixtures and equipment | $132,000 |
| Grading, retaining, roads and parking | $240,000 |
| Two-field large subsurface sewage system, about 3,300 gallons per day | $260,000 |
| Water and electric service | $135,000 |
| Landscaping and fire-pit pavilion | $60,000 |
| Architecture and engineering, 6% of hard cost | $142,680 |
| Contingency, 10% of hard cost | $237,800 |
| Permits, soil evaluation, feasibility study, appraisal, legal | $95,000 |
| Pre-opening and working capital | $70,000 |
| Construction interest and financed fees | $130,000 |
| Funded first-year reserve | $60,000 |
| Total | $3,653,480 |
| Structure | Debt | Annual debt service | Coverage: median | Coverage: study case | Coverage: top quartile |
|---|---|---|---|---|---|
| 504 at 20% equity (bank 50% at 7.25%, debenture 30% at 6.97%, 25 years) | $2,922,784 | $251,153 | 0.44x | 0.84x | 1.06x |
| Sized to 1.25x on the study case (same 5:3 bank-to-debenture split) | $1,970,000 | $169,281 | 0.65x | 1.25x | 1.57x |
The cost per cabin, $332,135, is the gap. A standard 504 structure needs top-quartile performance just to clear 1.0x, short of the 1.15x historical floor the 504 program applies under SOP 50 10 8.1. Sized to the study case, the loan carries a 1.25x cushion, and the sponsor's equity rises to $1,683,480, about 46% of cost. At AirROI's median RevPAR the sized loan still covers only 0.65x, which is why the first-year reserve and the rate shop below matter.
No cabin-resort or campground sale with a disclosed price per key or cap rate was found in Blount, Sevier or Cocke counties for 2023 to 2026. The nearest priced lodging trade is a 104-room Gatlinburg motor lodge at about $135,096 per key in early 2022 [24], a different asset at well under half the subject's cost per key. Collateral will rest on the income approach and an appraiser-sourced cap rate, so the lender will look to equity and coverage rather than loan to value.
Conditions a lender should set before commitment
- A paid custom comparable set from AirDNA or Key Data: two-bedroom cabins with hot tubs within 10 miles, by month. That will settle which vendor's occupancy applies to this product.
- A lease-up stress test against the 75 resort cabins opening in summer 2027.
- Written zoning verification from Blount County Planning for 11 cabins on the parcel under the vacation rental cabin standards (Zoning Resolution Section 7.11) and any density cap in force [25].
- A soil and site evaluation for about 3,300 gallons per day. Tennessee rules size systems at 150 gallons per bedroom per day, treat anything above 750 gallons per day as a large system needing site-specific review, and cap each field at 3,000 gallons per day, so two fields are expected [26].
- An appraisal with a sales comparison and cap-rate study, and the CDC's determination of SBA rural status for the debenture fee waiver.
- Executed cabin bids at or below $150 per sq ft, and a funded reserve sized to the January and February trough.
Questions sponsors ask about this market
What occupancy do Townsend cabins achieve?
It depends on the vendor. AirDNA reports 53% and AirROI 38.5% for overlapping periods. October peaks near 61% and January to February falls to about 25%. A lender will underwrite between the two, not at the higher figure.
Is Townsend cheaper than Pigeon Forge?
On rate, yes. Pigeon Forge runs a $344 ADR against $243 to $268 in Townsend. Guests trade rate for quiet and for direct access to Cades Cove.
What new supply is coming?
A 75-cabin resort broke ground in Townsend on September 15, 2026 and is expected to open in summer 2027. It is the largest single addition in the submarket.
Can an SBA 504 loan finance a cabin resort?
Yes. The project must pass SBA's transient test, with more than half of revenue from stays of 30 days or less, and lodging is treated as special-purpose property, which raises the minimum equity for a new business.
