Interstate and Highway Fuel Station Feasibility Studies
An interchange site lives on the traffic using that exit, so a lender needs the state DOT count for the ramps, a census of every station at this exit and the next, a volume benchmark from a disclosed operator rather than a megasite, and an entitlement path with dates. The best published per-store benchmark, Murphy USA, sold 235,751 gallons per store each month in 2025 at a retail fuel margin of 28.1 cents 12. The study has to show where the subject sits against that, and what happens when a 120-position travel center opens one exit away.
Interchange sites trade margin for volume.
The disclosed benchmark for a high-throughput fuel store is Murphy USA. It sells a great deal of fuel at a narrow margin, and it is not a megasite.
An interstate or highway fuel station is defined by where it sits, not by what it sells: an interchange or highway frontage site whose customers are passing through as often as they live nearby. The format overlaps travel centers at one end and ordinary branded or independent stores at the other. Its earnings model leans harder on gallons than a town-center store does, because the interchange delivers traffic that a neighborhood cannot, and because highway customers compare prices on signs before they exit.
The research found no published revenue for Buc-ee's or any other megasite operator, so the per-store benchmark has to come from a public company. Murphy USA is the one the research uses. Its stores sold 235,751 retail gallons each per month in 2025 1. Its total fuel contribution was 30.7 cents a gallon in 2025 against 30.5 cents in 2024 1, and its retail fuel margin was 28.1 cents, flat on the year 2. Inside, each store earned $41,134 of merchandise margin a month at a unit margin of 20.2% 1. That is a volume model: thin cents on a very large number of gallons, with a store built around speed rather than food.

For a lender the Murphy figures are a ceiling check, not a target. An SBA-size interchange store with fewer positions and a less known name should not be projected at Murphy's throughput without a traffic count and a capture analysis that get it there. Big-box fuel sites, which NACS counted at 6,862 in December 2024 and which sell roughly twice the volume of a traditional retailer per store 17, set the low-price end of the same market. Where one sits near the exit, the study should show the subject's posted price against it. The pipeline at the volume end is still growing: Murphy guided to as many as 50 new stores for 2025 and opened 29 in the fourth quarter alone 3.
The exit's traffic count is the demand evidence.
National driving grows slowly, and the research found no interstate benchmark per station. That leaves the state DOT count at the ramps.
FHWA's December 2025 figures put seasonally adjusted vehicle-miles at 277.2 billion for the month, up 0.4% on a year earlier 4. Rural roads carried 81.8 billion vehicle-miles in the month and urban roads 183.9 billion 4. Neither number says anything about one interchange. A rural exit on a long interstate stretch can carry heavy through traffic with few local residents, while a suburban exit draws commuters whose trips repeat daily. The research found no published interstate traffic benchmark per station, so the study has to take the state DOT's annual average daily traffic for the ramps and the crossing road, the share of heavy trucks where the count reports it, and the directional split that tells the lender which side of the interchange the subject serves.
Capture follows from the census. Every fueling position at the subject's exit, and at the exits on either side, competes for the same through traffic; the stations on the far side of the bridge compete mostly for the opposite direction. A study that counts only the stations within a radius misses that geometry. At an interchange, defining the trade area means drawing the corridor rather than a circle, and our research on underserved gas station markets supplies the test for whether an exit has room for one more store.
Access is the third piece of interchange evidence, and it is physical rather than statistical. The study should say which ramp terminal the subject sits on, how far a driver travels from the ramp to the driveway, whether the turn into the site is protected, and whether the canopy and price sign can be seen before the exit decision point. A store on the far side of a crossing road, or one turn off a roundabout, can lose most through-traffic capture even when the count at the ramp is strong. None of those measures has a national benchmark in the research, so they are recorded from the site visit and the DOT's driveway permit, and the capture rate is set from them.
The truck side of the exit
Diesel and truck parking are part of the demand at most interstate exits, even for a store built around cars. FHWA's handbook counts 2,925,210 registered combination trucks and more than 175.3 billion combination-truck miles in 2019, and carries a forecast of 1.5% average annual growth in those miles from 2017 to 2030 19. That forecast is well above recent growth in all driving, which FHWA put at 0.4% year over year in December 2025 4, which is why a store with diesel lanes and some truck parking draws on a faster-growing pool than a car-only forecourt. FHWA's national parking model assigns 0.77 of commercial truck parking demand to truck stops and 0.23 to public rest areas 20, and its 2019 survey found an average of 143 spaces per truck stop 21. A small interchange store will not compete for overnight parking, but the study should say whether it serves trucks at all, because a diesel island without parking draws only the drivers who need fuel and nothing else.
Driver loyalty is measurable at the chain level. Berkshire Hathaway reported that Pilot's Pro Preference score, the share of drivers naming it their preferred stop, rose from 27% in 2022 to 35% in 2025, second in the industry 22. That is the closest published analogue to the fair-share capture a study assigns, and it shows how much of the truck trade the chains already hold before an independent opens.
| Truck demand indicator | Figure | Period | Source |
|---|---|---|---|
| Registered combination trucks | 2,925,210 | 2019 | 19 |
| Combination-truck vehicle-miles | More than 175.3 billion | 2019 | 19 |
| Forecast growth in combination-truck miles | 1.5% a year | 2017 to 2030 forecast | 19 |

| Pilot Pro Preference score among drivers | 27% (2022) to 35% (2025) | 2022 to 2025 | 22 |
The chains that hold the exits are still building, and their margins are under pressure.

The largest interstate operators are still adding sites, but their results show the same margin squeeze a single store faces. Pilot ran 675 travel centers and 82 fuel-only sites at the end of 2025, two fewer travel centers and five more fuel-only sites than a year earlier 2324, while its revenue fell from $46,891 million to $42,198 million and its pre-tax earnings fell 69.1% to $190 million 23. The decline runs back further: Berkshire reported $51,739 million for 2023, a year that counts only from January 31, when it began consolidating Pilot 23. Pilot still sold about 10.9 billion gallons in 2025, plus about 900 million gallons through joint ventures, and 663 of its locations are company-owned, with the other 94 held in unconsolidated joint ventures 23. For an independent at the same exit, that is a competitor whose volume and balance sheet do not depend on one interchange. Love's reached 668 locations in 42 states 25, opened 18 of the 20 sites it targeted in 2025 with 1,408 new truck spaces 26, and set a $700 million plan for 2026 covering 20 new locations and 35 remodels 25. Getty Realty's management describes the top three operators as owning about 30% of travel centers 28, and NATSO's directory lists 2,279 locations 27; the rest of the corridor belongs to regional chains and independents, the borrowers an SBA or USDA lender is most likely to see.
Investors' numbers set the value side. Service Properties Trust leases 175 travel centers to BP's TA under five master leases running to 2033 29, at a minimum rent of $254.0 million a year with 2% annual increases set when BP bought TA 30, and rent coverage on those leases ran from 1.05x to 1.35x at the end of 2025 31. SVC's 2025 annual report carries $2,254,950 thousand of investment and $180,329 thousand of annual minimum rent on the TA sites, and $1,015,156 thousand and $83,933 thousand on the Petro sites 34; rent set against the landlord's cost is the yield an investor accepts for an interstate location, and it is the test a sale-leaseback buyer will apply to a borrower's site. Getty Realty bought its first four travel centers in 2025 for $47.1 million 32, and a franchised TA under construction at Laurel, Mississippi carries a budget of $15 million to $20 million 33. For a lender, the coverage range is the useful benchmark: even master leases guaranteed by an investment-grade parent carry thin coverage at the weaker interstate locations, so a single-site borrower's projected coverage should be read against that range rather than against a national average.
Interstate megasites show the scale of the competition, not the cost of an SBA store.
The research found no cost per interstate store. What it found are the megasites now opening along the corridors, and they belong in the competitor census.

| Buc-ee's, Greenwood, Indiana | 74,000 sq ft | 120 | $85 million project; more than 37 acres; $13 million to $15 million of off-site traffic improvements; 175 to more than 200 employees | Approved 2025 | 5 |

The research found no cost per interstate store; Buc-ee's is private and publishes neither cost nor revenue. The one project with a reported budget, Greenwood, Indiana, was approved at $85 million 5, many times the $10 million combined 7(a) and 504 limit 14. Nothing in this table is a cost comparable for an SBA loan. What the table shows is the competitor a smaller interchange store may face: a store of more than 70,000 square feet with 120 or more positions and a staff of about 200, built after an entitlement process that can include eight-figure road obligations. The company states a build time of 18 to 24 months from the start of construction 7, and it reported a pipeline of 15 more travel centers through 2031, with its Goodyear, Arizona store employing more than 200 people 11.
For the SBA-size store itself, the cost evidence has to be built from the specific program: fuel system, canopy, store, site work and the access improvements the state DOT will require at an interchange. The fuel-and-store ranges on our branded fuel page test reasonableness; a contractor's bid and the DOT's driveway permit conditions set the number.
An interchange store is underwritten as a gas station, with the schedule tested twice.
The SBA rules are the same as for any fuel site. What changes at an interchange is how much of the risk sits in timing and traffic.
SBA's list of special purpose examples includes gas stations 14, so an interchange store under 504 carries a borrower contribution of 15%, or 20% for a new business, against a coverage floor of 1.15x 14. A new store under 7(a) reaches 1.15x within two years, and the purchase of an operating interchange store is tested at 1.25x on the seller's historical cash flow 14. The loan rules make a study discretionary: 13 CFR 120.160(b): SBA may require professional appraisals, a survey, or a feasibility study 15. The SBA 7(a) and 504 practice page shows the file structure we deliver.
Rates are set at pricing, and the published quotes are broker marketing. One broker listed an indicative 504 fixed rate of 6.95%, a 7(a) variable rate of 7.00% and loan-to-value up to 90% on special purpose loans on October 3, 2026 12; a gas station page from the same broker family showed a 7(a) variable rate of 6.75% in August 13. A study should model the lender's term sheet, not a quote, and show coverage at a rate above it.
Two things set interchange files apart. First, schedule: an interchange often needs DOT access permits and sometimes off-site road work, and the coverage test in Year 2 assumes the store opened on time. Second, rural eligibility: an interchange outside the limits of any large city may qualify for USDA's Business and Industry guarantee, which is why our Hankamer, Texas travel center case is financed through USDA rather than SBA. The USDA Rural Development practice page covers those rules.
Interchange files fail on time, traffic and the store at the next exit.
These are the review findings that recur when the subject depends on through traffic.
The opening date is treated as fixed
Large interchange projects slip. Buc-ee's moved its Gallaway, Tennessee site from summer 2026 to May 2027, its West Memphis, Arkansas site to June 2028, two years late, and its Mebane, North Carolina site to the fourth quarter of 2027; New Kent, Virginia may not open until 2029 because of road construction 8. A smaller project faces the same permits on a smaller budget. The study should show coverage with a one-year delay and the interest carry it adds.
Entitlement is assumed
In Palmer Lake, Colorado, legal challenges led to a proposal's withdrawal 7. A study should state the zoning, any conditional use or special use permit needed, the hearing dates and the conditions a lender should expect, and make the permit a lender condition until it issues.
Off-site obligations are missing from the budget
Greenwood's approval came with $13 million to $15 million of traffic improvements 5. An SBA-size store will not face that scale, but a turn lane, signal or driveway rebuild can still exceed the contingency. The DOT's permit conditions belong in the sources and uses.
The megasite at the next exit is left out
Buc-ee's opened in Huber Heights, Ohio on April 6, 2026 and in Goodyear, Arizona in late June 2026, with Benton, Arkansas targeted for August 2026 8. A census drawn as a radius can miss a megasite one exit down that captures the long-distance traveler. The study should map the corridor, not the circle.
National traffic stands in for the exit count
A 0.4% rise in national vehicle-miles 4 is not evidence for one interchange. Files without the state DOT count for the ramps, dated and cited, are incomplete.
Four of our cases sit on interstate corridors.
Two are convenience stores on a corridor; two are travel centers. Together they show the format from a small purchase to a large rural build.
The Opelika, Alabama case is the acquisition of an operating branded store in Opelika on the I-85 corridor. Its census follows the interstate rather than a circle: 24-hour stations, a RaceTrac travel-center format, a QuikTrip that opened in late 2025 and a Circle K, with a Buc-ee's further down the corridor at Auburn. It shows the change-of-ownership test on a corridor where the competition is still arriving, and why a seller's history can predate the newest rival.
The Cartersville, Georgia case in the I-75 Exit 296 trade area is the new-build version. Its hypothetical store has no interstate frontage or visibility, in a trade area already served by a Pilot and a TA travel center and several branded stations. That case shows why a store that cannot win the through traveler has to be sized for commuters and local trade.
The two travel-center cases show the large end. The Terrell, Texas truck stop at I-20 and FM 148 is an SBA 504 file on highway corridor zoning, and the Hankamer, Texas travel center at I-10 and SH 61 is a USDA Business and Industry file on an unincorporated tract with no county zoning. Both sit closer to the truck stop and travel center asset class than to a car-oriented store. The Lockhart, Texas case is a useful contrast: it has no interstate exit, yet a Buc-ee's on I-10 at Luling sits inside its outer ring.
On our gas station and c-store hub, interstate fuel is a location rather than a format, so it overlaps every other subtype. A branded interchange store carries the supply agreement questions on the branded fuel page; a store that competes with travel-center restaurants needs the kitchen evidence on the foodservice-led page; and the chargers now appearing at megasites are covered on the EV charging page.
Interstate and highway fuel station feasibility questions.
What gallon volume should an interstate station pro forma use?
The site's own capture of the exit's traffic, checked against a disclosed operator. Murphy USA sold 235,751 retail gallons per store each month in 2025 1, which is the most complete per-store figure the research found. Buc-ee's does not publish per-site revenue or gallons, so a megasite cannot be the benchmark for an SBA-size store.
How much does a travel-center megasite cost compared with an SBA-size store?
Many times more. Buc-ee's Greenwood, Indiana project was approved at $85 million on more than 37 acres, with $13 million to $15 million of off-site traffic work 5. The combined SBA 7(a) and 504 limit is $10 million 14, so the two are different products; the megasite matters to an SBA file as a competitor, not a comparable.
How long does an interchange project take to entitle and build?
Longer than most schedules assume. Buc-ee's states a build time of 18 to 24 months from the start of construction 7, and several of its sites slipped by one to two years before construction started, including West Memphis, Arkansas, now pushed to June 2028 8. A study should show the coverage effect of opening a year late.
What does a lender check about traffic at an interchange?
The current state DOT count on the ramps and the crossing road, not a broker's estimate or national driving trends. FHWA's December 2025 data show rural roads carrying 81.8 billion vehicle-miles against 183.9 billion on urban roads 4, which is why a rural exit's count has to be read site by site. The research found no published interstate traffic benchmark per station.
Which SBA loan rates apply to an interstate station?
The rate is set at pricing, and broker quotes only bracket it. One broker listed 6.95% for a 504 fixed rate and 7.00% for a 7(a) variable rate on October 3, 2026 12, while a page from the same broker family showed 6.75% for 7(a) in August 13. The study should model the lender's term sheet and show coverage at a higher rate.
Does a new megasite at the next exit kill a smaller interstate store?
Not automatically, but it changes the capture. A Buc-ee's site like the one opened in Rockingham County, Virginia on June 30, 2025, with 120 fueling positions and about 600 parking spaces 9, pulls long-distance travelers who plan their stop. The smaller store keeps local and commuter trade if it has the access and visibility, and the study should split the two.
